Existing Circulation <br />While several streets and roads terminate at the property boundary, the Staples Ranch <br />property is currently without any circulation improvements. The property is adjacent to <br />the I -580 freeway to the north, which currently has five traffic lanes in each direction. <br />The northeast comer of the property is defined by the I- 580/E1 Charro Road/Fallon Road <br />interchange, and the eastern boundary is defined by El Charro Road, a two lane paved <br />road heavily used by quarry truck traffic, which is privately owned by Vulcan Materials <br />just south of the interchange, at Freisman Road. On the western side of the property, <br />Staples Ranch Drive, a two lane residential street within the California Somerset <br />neighborhood in Pleasanton, dead ends at the Staples Ranch property boundary. To the <br />south of the Arroyo Mocho, the four lane Stoneridge Drive currently terminates at Trevor <br />Parkway, although the City of Pleasanton owns the right of way between the current <br />terminus and the southern bank of the Arroyo Mocho. There are no pedestrian facilities <br />or transit facilities in close proximity to Staples Ranch, other than sidewalks at the <br />termini of Staples Ranch Drive and Stoneridge Drive and a pedestrian trail along the <br />Arroyo Mocho downstream of the property. A Zone 7 maintenance road along the north <br />bank of the Arroyo Mocho, directly adjacent to Staples Ranch, has the potential to <br />become a critical link in the regional trail system, but has not been opened to the public. <br />B. Planned Circulation Improvements <br />Caltrans has approved the City of Dublin's plans to improve the El Charro Road/Fallon <br />Road interchange to a "par -clo" (partial clover) design with a four lane bridge over the <br />freeway loop on ramps. Construction began in summer 2008, and is anticipated to be <br />completed by summer 2009. The interchange improvements will result in signalized <br />intersections at both the eastbound and westbound off ramps and an elimination of the <br />existing free right turn onto southbound El Charro Road. <br />The I -580 freeway "mainline" in the vicinity of Staples Ranch is also anticipated to be <br />widened in the near future, within the current right of way, to accommodate High <br />Occupancy Vehicle (HOV) lanes within the existing median. Ultimately, BART is <br />planned to be extended along the I -580 centerline, which would require shifting the outer <br />traffic lanes approximately 32 feet south from their current location. <br />The Pre Development and Cooperation Agreement between Pleasanton, Livermore, <br />Alameda County, Vulcan Materials, and the Alameda County Surplus Property <br />Stoneridge Drive Specific Plan Amendment /Staples Ranch <br />Draft October, 2008 <br />33 <br />
