community park which included an ice center, shortened the length of the emergency <br />vehicle access route between Stoneridge Drive and Auto Mall Place, and relocated farther <br />west the main entrance to the community park from Auto Mall Place. <br />E. 2007 El Charro Road Cooperation and Cost Sharing Agreements <br />In July 2007, the City of Livermore adopted the El Charro Specific Plan, designating a <br />250 acre area just east of El Charro Road for up to 1.5 million square feet of retail <br />development, including a 450,000 square foot Prime Outlet project located in the <br />southeast quadrant of the El Charro Road/I -580 interchange. Access to the El Charro <br />Specific Plan area would primarily be from an improved El Charro Road and from an <br />extension of Jack London Boulevard from its current terminus west of Isabel Avenue to <br />El Charro Road, where it could connect up with any future extension of Stoneridge Drive. <br />El Charro Road is currently a private two lane quarry truck haul road south of the <br />intersection with Freisman Road, just south of the I -580 interchange. It serves as the only <br />direct access point to I -580 for extensive quarry operations to the south. El Charro Road <br />is in unincorporated Alameda County, but is within Pleasanton's Sphere of Influence, and <br />is critical to the existing quarry operations as well as the development of Livermore's El <br />Charro Specific Plan and Pleasanton's Stoneridge Drive Specific Plan. <br />To facilitate the interests of the various parties, a Pre Development and Cooperation <br />Agreement between Pleasanton, Livermore, Alameda County, Vulcan Materials, and the <br />ACSPA was executed in September 2007, which specifies improvements to El Charro <br />Road to make it available for public use while safely maintaining its current function as <br />the only access point for the quarry lands to the south to I -580. <br />The Cooperation Agreement calls for Livermore to improve El Charro Road, prior to <br />opening any part of the El Charro Specific Plan development, as a public six lane divided <br />road with turn lanes north of the planned future Jack London Boulevard/E1 Charro <br />Road/Auto Mall Place intersection. This intersection is planned to be signalized and has <br />been sized to accommodate the General Plan buildouts of both Pleasanton and <br />Livermore, assuming the full four lane extension (with turn lanes) of Jack London <br />Boulevard to Isabel Avenue, Stoneridge Drive to El Charro Road, and El Charro Road to <br />Stanley Boulevard. South of the new Jack London Boulevard/Auto Mall Place <br />intersection, El Charro Road will remain a private quarry haul road and will transition <br />back to a two lane undivided road north of the Arroyo Mocho bridges. The Cooperation <br />Agreement permits the roadway to be constructed in unincorporated Alameda County, <br />but Livermore will be responsible for maintenance and liability until such time as <br />Stoneridge Drive Specific Plan Amendment/Staples Ranch <br />Draft October, 2008 <br />9 <br />
