and other essential facilities proposed to be located within the area covered by the plan <br />and needed to support the land uses described in the plan. <br />3. Standards and criteria by which development will proceed, and standards for the <br />conservation, development, and utilization of natural resources, where applicable. <br />4. A program of implementation measures including regulations, programs, public <br />works projects, and financing measures necessary to carry out paragraphs (1), (2), and <br />(3). <br />California Government Code Section 65454 also states that no specific plan may be <br />adopted or amended unless the proposed plan or amendment is consistent with the <br />general plan. The Stoneridge Drive Specific Plan Amendment/Staples Ranch was <br />prepared pursuant to State law and complies with all requirements. <br />C. Relationship to the Pleasanton General Plan <br />The 1996 Pleasanton General Plan designates the Stoneridge Drive Specific Plan area <br />(including Staples Ranch) as "Specific Plan" and states that "All properties lying within <br />the boundaries of a Specific Plan Area are subject to the land uses, densities, public <br />improvements, and other requirements specified in the Specific Plan prepared for that <br />area Land uses designations indicated on the General Plan Land Use Map for Staples <br />Ranch include Retail/Highway /Service Commercial, Business and Professional Offices; <br />Medium and High Density Residential; and Parks. The Arroyo Mocho channel south of <br />Staples Ranch is designated as Public Health and Safety, with a Wildlands Overlay <br />designation. <br />D. Relationship to the California Environmental Ouality Act (CEOA) <br />A Draft Environmental Impact Report (DEIR), pursuant to the requirements of the <br />California Environmental Quality Act (CEQA), has been prepared in close coordination <br />with this Specific Plan Amendment to provide an analysis of the potential impacts of the <br />Amendment and the subsequent development of the Staples Ranch property and to <br />recommend appropriate mitigation measures. The City will certify a Final EIR and a <br />mitigation monitoring program, which will then be incorporated as an appendix to this <br />Specific Plan Amendment. <br />The Stoneridge Drive Specific Plan Amendment/Staples Ranch EIR assesses the <br />environmental impacts of the proposed Plan Amendment. Any environmental analyses <br />of future individual projects within the Plan Amendment area will be based on and rely <br />Stoneridge Drive Specific Plan Amendment/Staples Ranch <br />Draft October, 2008 <br />2 <br />1 <br />6 <br />
