11. <br /> <br />12. <br /> <br />Review procedures used for meter and bill accounting to determine <br />their accuracy in determining quantities of water sold to customers or <br />transferred between wholesa].ers. <br /> <br />Review customer records to determine total quantity of water sold. <br />Test an adequate sample (per Attachment "A"} of each size and class <br />of meters to determine their accuracy at various flows· Tf an <br />adequate testing program already exists (see Attachment "A" Water <br />Audit), utilize testing records per the water audit seminars to <br />determine meter accuracy. Adjust water sales records to reflect the <br />results of meter accuracy investigation. <br /> <br />Estimate unmetered uses of water. Co, im~unicate with user agencies, <br />other local managers, and users to estimate flow rates and duration of <br />uses. Some authorized uses which may not be metered include: <br /> <br />· fire fighting and training <br />· street washing <br />· construction <br />· main flushing <br />· sewer cleaning <br />· storm drain flushing <br />· public buildings, schools <br />. golf courses, cemeteries, pools, parks, etc. <br /> <br />Estimate miscellaneous losses attributable to reservoir evaporation, <br />interagency connections, reservoir overflow, malfunctiontng controls <br />and valves, and water theft. <br /> <br />Estimate recoverable leakage in the system based on the results of the <br />above procedural steps· <br /> <br />Verify and update distribution and system schematic maps to show <br />current conditions. <br /> <br />Review all system controls and procedures for accuracy. <br /> <br />Propose corrective actions ~ remedy identified problems. <br /> <br />Prepare a "Leak Detection and Repair Plan" as specified in Attachment <br />B. <br /> <br />Using the above data, provide an updated estimate of the benefit/cost <br />ratio of the Grantee's proposed leak detection program. <br /> <br />Prepare and submit to the State a "Water Audit Report" as specified in <br />Attachment A summarizing the findings of the Water Audit. <br /> <br />Upon completion, the "Leak Detection and Repair Plan" and "W~ter Audit <br />Report" shall be promptly submitted to the State for written approval <br />that they are consistent with Contract requirements. <br /> <br />4 Contract B-550['6' <br /> <br /> <br />
