In response to the July 2008 LAFCo threat, the city provided a copy of four tables that analyzed <br />traffic congestion with and without the SDE. These tables had also been provided in the DEI <br />in response to other comments. The only intersection in Pleasanton that improves with the SDE <br />is Hopyard & stoneride. During peak periods, all others get worse, most with an "F "; the Io <br />remains an "F" Santa Rita & stoneride is in all cases an "F", and the delay is worse than <br />Valley & stoneride. These levels certainly don't comply with the "statement of Overriding <br />Considerations" found in Exhibit D, page 29, Item 6, which states that adoption of the Ice Center <br />Alternative will achieve the community goal of providing "convenient vehicular, bicycle and <br />pedestrian access to and through the staples Ranch site in substantial conformance with the <br />General Plan without adversely affecting existing residential neighborhoods in the city". I think a <br />delay level of "F is an adverse affect and should be noted. <br />During a May 2007 City Council meeting, in response to the TTTC bullying tactics of removing <br />SR84 from consideration by the CMA* the City council agreed to put together a strongly worded <br />resolution defining Pleasanton expectations of regional and local roadway improvements that <br />need to happen prior to, and in conjunction with, opening stonerid a Dr. to /from the 580/680. 1 <br />don't remember seeing that resolution, and anyway, do not believe the Council majority would <br />have actually signed off on it. Now, it's probably a moot point. it is, however, just one more <br />commitment than will undoubtedly be set aside by the Council majority. <br />Given the six million dollar babe and threats from Supervisor Haggerty and the organizations hers <br />associated with, I have no doubt that constructing the SDE in conjunction with the staples Ranch <br />project will be approved by the Council majority. It won't matter that with a peak period delay level of "F'r <br />on all three routes between Pleasanton and Livermore,, there will still be no route than will bypass 1580 <br />congestion in case of emergency. It won't matter that traffic circulation in Pleasanton is negatively <br />impacted, or than air quality is degraded and air emissions are above the BAAID thresholds. so go <br />ahem. Make your decision, and take the bribe. However, given supervisor Haggerty's proclivity for <br />setting aside agreements,, you might want to male the extension of stoneridge Dr. contingent on <br />receipt of the money prior to starting construction. <br />Sincerely, <br />Billie Otis <br />
