The primary advantage of this option is that it would provide the Council (and the public) <br />with additional environmental and planning documents concerning the full extension of <br />Stoneridge Drive, including a two lane option, while facilitating review and approval of <br />project PUDs during the time the additional environmental work is being completed. <br />Staff assumes this Option would satisfy Supervisor Haggerty in terms of his <br />commitment to support funding the full extension and the bridge widening and that it <br />would address LAFCo's and other agency's concerns about the full Stoneridge Drive <br />extension. This option also facilitates continued work and refinement related to the Draft <br />Policy Statement. <br />A variation of this option would be to certify the EIR but not approve the SPA and zoning <br />ordinance at this time. Rather, consideration of the SPA (and the zoning ordinance) <br />would be handled following the completion of the additional environmental work. Such <br />approach keeps the potential decision to approve the full extension of the road with the <br />initial project approvals. A potential downside of this approach is that the PUD plans <br />could not be approved (although they could be reviewed) because no SPA would be in <br />place. (As mentioned, ACSPA representatives could support the variation of this option <br />but only if the environmental work were limited to an addendum.) <br />Option 3. Certify the EIR, and approve the Specific Plan Amendment and PUD zoning <br />ordinance with the full Stoneridge Drive extension from Trevor Parkway to EI Charro <br />Road. <br />This option allows the project, including the PUD development plans, to move forward <br />and assumes that the full Stoneridge Drive extension will be included in future planning <br />and infrastructure documents. This option is based on the premise that the <br />environmental analysis conducted to date, as described in Attachment 17, is adequate <br />to address the impacts of the project, including the full roadway extension. <br />The primary advantage of this Option is that it reaches a policy decision on the <br />extension of the road without potentially costly and presumably unnecessary <br />environmental work. This option would most likely be supported by those favoring the <br />roadway extension including some members of the community. <br />The obvious disadvantage of this Option is that members of the community who have <br />concerns about, or who are opposed to, the full extension might perceive approval of <br />this option as bypassing the public's review of the issue. This option also may raise <br />issues concerning whether the environmental review to date is legally adequate to <br />permit the full extension. (For example, although the City traffic model indicates that <br />intersections west of the current terminus of Stoneridge Drive would operate at an <br />acceptable level of service with the full extension, the Congestion Management <br />Agency's traffic model that analyzes roadway link segments shows a degradation east <br />of Santa Rita Road if the full extension were built.) <br />If the Council approves this option, staff will meet with ACSPA staff to finalize financial <br />terms related to the extension and related off site traffic impacts. <br />Page 6 of 10 <br />
