environmental analysis, including an analysis of noise, air quality, safety, bridge <br />construction, and transportation impacts. It is provided on pages 3-19 to 3-26 of the <br />Response to Comment section of the Final Environmental Impact Report. <br />Accordingly, at the Council's February 3 meeting, staff was asked if there exists today <br />adequate environmental analysis that would allow the Council to approve the project <br />with the full extension of Stoneridge Drive. <br />Attachment 17 (prepared by the ACSPA) provides an environmental analysis that <br />Council could utilize in concluding that there is no significant new information that must <br />be addressed in connection with approving the Specific Plan amendment at this time <br />that includes the full extension. (Attachment 17 refers to the full extension with the <br />initial project approvals as the "Concurrent Extension.") Council's consideration of this <br />information is described more fully in Option 3 below. <br />For the reasons discussed in Option 2 below, however, City staff believes it is advisable <br />to conduct additional environmental review prior to a final decision on extending the <br />roadway. This position is not fully endorsed by the ACSPA which has concluded that <br />the analysis in Attachment 18 is adequate and enables the City Council to make, if it <br />chooses, a decision to extend the road as part of the initial project approvals. (ACSPA <br />representatives have also indicated support for certifying the EIR, not approving the <br />project at this time, and directing staff to prepare an addendum to the EIR concerning <br />the full extension -City staff does not support this position, since without an approved <br />specific plan, the PUD development plans could only be reviewed, not approved; <br />therefore either the processing of the PUD development plans would be put on hold or <br />there would be a two step process-one to review the plans and then a subsequent <br />meeting to consider approval.) <br />Regional Draft Policy Statement <br />During the time that the City has been conducting the Staples Ranch <br />environmental/planning process, staff from the cities of Livermore, Dublin and <br />Pleasanton and Alameda County have been, at the request of the local mayors, <br />discussing the development of a viable regional transportation system that recognizes <br />the importance of regional mobility and related impacts on the various communities. <br />Roadway development under discussion includes the extensions of Highway (SR) 84, <br />Stoneridge Drive, Dublin Boulevard and Jack London Boulevard. As an outcome of <br />these discussions, the staffs of the three cities have prepared a Draft Policy Statement <br />addressing the potential timing for various roadway extensions. The Draft Policy <br />Statement is included as Attachment 18. <br />This Draft Policy Statement, from the Pleasanton City staff's perspective, remains a <br />work in progress as the objective was ultimately to have the City Council host a broader <br />discussion about Stoneridge Drive following approval of the Specific Plan. At that time, <br />additional environmental review regarding the extension would have been completed <br />which would have complemented the regional policy statement and provided a basis for <br />Page 4 of 10 <br />
