PCUP-84 Pleasanton Community Church <br />Application for conditional use permit approval to operate an after school daycaze <br />program in the church's education building located at 4455 Stoneridge Drive. <br />Zoning for the subject site is Planned Unit Development -Industrial (PUD-I). <br />Mr. Iserson summarized the staff report, describing the history of this application and the <br />project site. He noted that after school daycaze programs are regulated and licensed by <br />the State of California Departrnent of Social Services. The State normally requires that <br />such centers have both indoor and outdoor areas, conferring full approval status. In this <br />case, since the applicant could not secure the required outdoor area, the applicant <br />amended the application so that it would operate 16 hours or less weekly and have <br />exempt status from the State. Staff subsequently learned of a "drop-in center" category <br />that the applicant may qualify for, which would give them a more regulated status. In that <br />case, the State would inspect the facilities, which the City preferred. Staff encouraged the <br />applicant to pursue that status with the State, which was included in the conditions of <br />approval. <br />Mr. Iserson stated that the land use was compatible with the area, and that the available <br />parking spaces exceeded the number required by the Code. He believed the after school <br />program would be a benefit to the community, and staff recommended approval of this <br />item subject to the conditions in the staff report. <br />In response to an inquiry by Commissioner Roberts, Mr. Iserson noted that the applicant <br />may wish to clarify the stated operating hours. <br />TIIE PUBLIC HFaurNG WAS OPENED. <br />David Sell, Senior Pastor, Pleasanton Community Church, 1049 Crellin Road, <br />represented the applicant. He noted that the 6:30 p.m. closing time was erroneous, and <br />that they would remain open until 6:00 p.m., as conditioned in the staff report. <br />In response to an inquiry by Commissioner Roberts, Pastor Sell advised that the outdoor <br />activities would have been held on the lazge strip of lawn between the church sanctuazy <br />and Santa Rita Road.
