We are asking that you withdraw your <br />appeal, because Pleasanton can regulate with more sensitivity and good sense than the <br />State of California. My understanding is that your appeal was on behalf of an interested <br />citizen, so we ask you share this letter with him or her, and give it thoughtful <br />consideration together. Jennifer Zheng is available to show you the quality educational <br />program being provided by Little Ivy League School (LIL) to her mainly Pleasanton <br />students, and address your concems. <br />We understand the primary issue is your desire to have the State Dept. of Social Services <br />(DSS) require child care licenses for this and other after school programs. Jennifer <br />Zheng confirmed at the Planning Commission heazing that she is willing to go through <br />the State licensing process if required by the City. Instead, the Planning Commission <br />added Conditions 18 through 21 to the Conditional Use Permit to address its specific <br />concerns providing for criminal background checks (Condition 18), first aid and CPR <br />training (Condition 19), disaster plan (Condition 20), and fresh air access (Condition 21). <br />My main point is that the Citv will do a better job of regulatine after school pro rams <br />than the State Dept. of Social Services (DSSI ever will. The State has severely <br />constrained resources now, and even if the State ever does get more resources, DSS is not <br />funded to provide sufficient supervision and nuanced regulation for the whole new <br />category of after school programs, which would double or triple its workload. Then; if <br />DSS starts taking 6 months to do a background check, will that mean that employee <br />cannot begin work until 6 months after hiring?
