2.4 <br /> <br />2.5 <br /> <br />Section 3. <br /> <br />Section 4. <br /> <br />Use of City Buildings <br /> <br />City buildings and other facilities may be made available <br />for use by City employees or the PCEA or its representa- <br />tives in accordance with such administrative procedures <br />as may be established by the City Manager or his/her <br />designated representative. <br /> <br />Advance Notice <br /> <br />Except in cases of emergency as provided below in this <br />subsection, the PCEA, if affected, shall be given reason- <br />able advance written notice of any ordinance, resolution, <br />rule or regulation directly relating to matters within <br />the scope of representation proposed to be adopted by the <br />City and shall be given the opportunity to meet with the <br />appropriate management representatives prior to adoption. <br /> <br />In case of emergency when the foregoing procedure is not <br />practical or in the best public interest, the City may <br />adopt or put into practice immediately such measures as <br />are required. At the earliest practicable date thereafter <br />the PCEA shall be provided with the notice described in <br />the preceding paragraph and be given an opportunity to <br />meet with the appropriate management representatives. <br /> <br />No Discrimination <br /> <br />There shall be no discrimination because of race, creed, <br />color, national origin, sex or legitimate employee organi- <br />zation activities against any employee or applicant for <br />employment by the PCEA or by the City or by anyone employed <br />by the City; and to the extent prohibited by applicable <br />state and federal law, there shall be no discrimination <br />because of age. <br /> <br />PCEA Representatives <br /> <br />The PCEA shall submit a list of the officers of the PCEA <br />to the City Manager and notify the City Manager in writing <br />at such time there are any changes in such PCEA officers. <br /> <br />PCEA members who are official representatives of the PCEA <br />shall be given reasonable time off with pay to attend <br />meetings with management representatives, or to be present <br />at hearings where such matters within the scope of <br />representahion are being considered. The use of duty <br />time for this purpose shall be reasonable and shall not <br />interfere with the performance of City services as <br />determined by the City. No more than three (3) PCEA <br />members shall be considered official PCEA representatives <br />for the purposes of this paragraph. On or about January 15 <br /> <br />-4- <br /> <br /> <br />
