consider maintaining oversight and approval of the implementation process and that it retain <br />flexibility. <br />Councilmember Sullivan confirmed with Mr. Smith that the owners of Lund Ranch were <br />Greebriar Homes and its partners, and that the application was submitted when PP and QQ <br />were on the ballot. Mr. Smith said they amended their prior applications that had housing on the <br />ridgelines and over a larger portion of the property. They came down into the valley off the <br />ridgelines and into flatter areas and gained a contiguous piece of property dedicated as open <br />space to be dedicated to the City. <br />Kay Ayala said active participation by the public is great for the City, she shares Councilmember <br />McGovern's concerns about conflict but is willing to move on, work together to preserve open <br />space and make public trails accessible, work together with QQ committees and help to bring a <br />plan forward that is accepted by everyone. She said they are willing to put those concerns aside <br />only if Option 1 is chosen. If the Council chooses the other options, they then will become <br />concerned. <br />Karla Brown felt it was time to come together to protect the ridge and was confident staff can do <br />this. She supported Option 1. <br />Sharrell Michelotti supported Option 1, echoed Ms. Bengtson's comments and felt that keeping <br />the flexibility in the General Plan was the best option. <br />Public comment was closed. <br />Councilmember Sullivan noted the issue as being so divisive and he was happy to see the <br />proponents come forward and agree together to move forward. He felt staff did a good job in <br />analyzing both measures, thinks Option 1 is the best and most straight-forward option, it is <br />incumbent that the projects are looked at fairly, that all policies are reviewed and that the <br />Council and staff ensure the policies are adhered to. He is also supportive of projects coming <br />forward with components of open space, agrees there are some conflicts between PP and QO, <br />but was comfortable dealing with them if Option 1 is approved. He thinks there is some gray <br />area with the housing cap, but recognized they are only talking about assisted living units and <br />there is a range of criteria by which to evaluate them. He made a motion to approve Option 1. <br />Councilmember Thorne seconded the motion. He expressed appreciation to both PP and OQ <br />advocates for coming together on a united front, thinks there still are some gray areas, he <br />wrestled with Option 2 but thinks that it creates more problems, and supported Option 1. <br />Vice Mayor Cook-Kallio said she appreciates everyone wanting consensus, said she supports <br />Option 1 as it honors past practice, voiced concern that we honor what voters requested in both <br />PP and OQ, also honor the commitment for developments to be processed fairly, and she thinks <br />it is important to grapple with some of the gray areas. <br />Councilmember McGovern said she is thrilled that the community still believes hillsides, <br />ridgelines, open space, and trails are important. She appreciated public comments and felt it <br />would be hard to go against anything other than Option 1.
