Development Loan Program -loan program for building renovations (structural <br />building renovations to improve or stabilize property) to encourage commercial <br />real estate improvements <br />Interior Rehabilitation Program -assistance for interior rehabilitation work <br />(resulting in fixed capital improvements and building permit fees) limited to retail, <br />restaurant and entertainment uses in the downtown in the form of a rebate <br />following completion of the work <br />• Broker's Bonus Program -bonus to real estate brokers earning a professional <br />commission for a lease or sale of commercial space in downtown for a retail, <br />restaurant or entertainment use <br />Relocation Assistance Program - to assist desired retail, restaurant and <br />entertainment businesses to locate in the downtown, grants for costs -such as <br />moving a company, transferring utilities, temporary signage, etc. -within a <br />limited range (e.g. $1,500 - $10,000) could be rebated as the business is in <br />operation <br />• Marketing match program -increase assessment fee matching funds with <br />additional funding allocated specifically to marketing the downtown district <br />• First floor retail only -enact first floor retail only restriction within the downtown <br />for limited term <br />• TOT rebate - to encourage development of new hotels, rebate a portion of TOT <br />for a limited term or a specific amount <br />• Expand Sewer Permit Loan Program to include other development fees <br />• Participate in Statewide Community Infrastructure Program (SCIP) -California <br />Statewide Communities Development Authority (CSCDA) instituted a program in <br />2002 to allow owners of property in participating cities and counties to finance <br />development impact fees; if a property owner chooses to participate, the fees <br />owed to the City would be financed by the issuance of tax-exempt bonds by <br />CSCDA. CSCDA then imposes a special assessment on the owner's property to <br />prepay the portion of the bonds issued by finance the fees. <br />• Sales Tax Reimbursement Program - rebate a portion of new sales tax revenues <br />generated by development projects that meet a specific threshold of new sales <br />tax receipts <br />The City recognizes the important role that economic development efforts play in <br />supporting the economic health of our community.
