Another alternative we explored was a suggestion made by the Segundos to construct a <br />lattice enclosure around the tank to screen it from view, plus a corral fence around the <br />enclosure to protect the lattice from the horses. It was assumed this would be a less <br />expensive alternative. Bids for that work ranged from approximately $5,800 to $8,000, <br />and that solution was also rejected by both parties as too expensive. <br />Finally, we revisited the alternative to move the tank after the Segundos offered to: <br />(1) pay the cost of moving the tank if they could use the contractor of their choice, East <br />Bay Pump Co., and (2) guarantee the operation of the pump for a period of three years. <br />Staff secured a bid from East Bay Pump Co. (see Attachment 2) which totaled $2,930, <br />including $480 to relocate an existing booster pump and pressure tank closer to where <br />the large green tank would be located. The Segundos declined to pay for this additional <br />charge as they do not object to the location of the small tank and believe their <br />three-year guarantee is adequate to address operational concerns. Ms. Rocha does <br />not want to relocate the large tank without also relocating the booster pump and <br />pressure tank as she is concerned that the greater distance between the pump <br />equipment and the water tank could cause additional strain on the pump motor. <br />RECOMMENDATION <br />Adopt the resolution from the original City Council Agenda Report dated August 19, <br />2008, denying the appeal and upholding the Planning Commission approval. (An <br />updated version of such a resolution is provided as Attachment 1.) <br />Alternately, the Council could require that the tank be relocated from its current location <br />approximately 20 feet to the south. The Segundos have offered to pay for the relocation <br />of the large tank, and Ms. Rocha would be responsible for moving the booster pump <br />and pressure tank at her expense. An alternative resolution pursuing this avenue is <br />presented in Attachment 3. <br />Attachments: 1. Resolution denying the appeal. <br />2. East Bay Pump Co.
