Councilmember Sullivan confirmed with Mr. Smith that the owners of Lund Ranch were Greebriar Homes and its partners, and that the application was submitted when PP and OO were on the ballot. Mr. Smith said they amended their prior applications that had housing on the ridgelines and over a larger portion of the property. They came down into the valley off the ridgelines and into flatter areas and gained a contiguous piece of property dedicated as open space to be dedicated to the City. Kay Ayala said active participation by the public is great for the City, she shares Councilmember McGovern's concerns about conflict but is willing to move on, work together to preserve open space and make public trails accessible, work together with OO committees and help to bring a plan forward that is accepted by everyone. She said they are willing to put those concerns aside only if Option 1 is chosen. If the Council chooses the other options, they then will become concerned. Karla Brown felt it was time to come together to protect the ridge and was confident staff can do this. She supported Option 1. Sharrell Michelotti supported Option 1, echoed Ms. Bengtson's comments and felt that keeping the flexibility in the General Plan was the best option. Public comment was closed. Councilmember Sullivan noted the issue as being so divisive and he was happy to see the proponents come forward and agree together to move forward. He felt staff did a good job in analyzing both measures, thinks Option 1 is the best and most straight-forward option, it is incumbent that the projects are looked at fairly, that all policies are reviewed and that the Council and staff ensure the policies are adhered to. He is also supportive of projects coming forward with components of open space, agrees there are some conflicts between PP and OO, but was comfortable dealing with them if Option 1 is approved. He thinks there is some gray area with the housing cap, but recognized they are only talking about assisted living units and there is a range of criteria by which to evaluate them. He made a motion to approve Option 1. Councilmember Thorne seconded the motion. He expressed appreciation to both PP and OO advocates for coming together on a united front, thinks there still are some gray areas, he wrestled with Option 2 but thinks that it creates more problems, and supported Option 1. Vice Mayor Cook-Kallio said she appreciates everyone wanting consensus, said she supports Option 1 as it honors past practice, voiced concern that we honor what voters requested in both PP and OO, also honor the commitment for developments to be processed fairly, and she thinks it is important to grapple with some of the gray areas. Councilmember McGovern said she is thrilled that the community still believes hillsides, ridgelines, open space, and trails are important. She appreciated public comments and felt it would be hard to go against anything other than Option 1.
