To address view impact and setback concerns expressed by the adjacent neighbor <br />at 3363 Sagewood Court, the homes on Lots 18-21 and 29-32 (the first two homes <br />adjacent to Sagewood and Sandstone Courts) would be limited to one-story and the <br />side yard setbacks on Lots 19, 20, 30, and 31 would be increased from afive-foot <br />minimum to ten-foot minimum. These restrictions would also apply to future <br />additions to these homes. <br />Two garage parking spaces would be provided per unit. In addition, residential <br />driveways would be at least 20-feet long to accommodate parked vehicles with the <br />garage door in a closed position. <br />Reimers Drive (off of the Ironwood Drive traffic circle) would provide access to the <br />development. The applicant is proposing a gated development with 36-foot wide <br />private streets. Sidewalks would be located on both sides of Street "A" from the <br />gated entry to Court "G." Other portions of Street "A" and the secondary streets <br />would have sidewalks on one side of the street. The Planning Commission added a <br />condition requiring the applicant to work with staff to provide sidewalks on both <br />sides of the streets by reducing the street width. <br />An emergency vehicle access (EVA) road would connect Court "G" to Sandstone <br />Court in the existing Ironwood development. Ponderosa Homes had previously <br />recorded EVA easements on the two lots at the end of Sandstone Court to <br />accommodate a future EVA, but not general public access/trail. Therefore, public <br />access is not provided along the Sandstone Court EVA and the EVA would include <br />a seven-foot tall solid gate that would be locked to prohibit public access. <br />A private recreation area with an approximately 4,544-square-foot clubhouse would <br />be located near the center of the development. Outdoor amenities include a pool, <br />spa, bocce ball court, and covered and uncovered seating areas. Eleven <br />perpendicular and eight parallel parking spaces would be provided for the <br />clubhouse in case residents choose to drive to the facility. <br />Front yard landscaping would be installed for each lot and would be maintained by a <br />homeowners association. <br />PLANNING COMMISSION ACTION <br />The Planning Commission held a public hearing on July 9, 2008, to review the proposed <br />project. Detailed information on this meeting is provided by the attached excerpts of the <br />Planning Commission minutes (a podcast is also available at the City's web site at <br />www.ci.pleasanton.ca.us). Four members of the public spoke at the hearing indicating <br />either support or opposition to the project. After receiving public testimony, the <br />Commission approved the application on a 4-1 vote (Commissioner Fox dissenting) <br />subject to staffs recommended conditions with modifications requiring the applicant <br />work with staff to: investigate the feasibility of installing retaining walls along the rear <br />property lines of Lots 10-13 and 16-17 in order to eliminate the 2:1 slope bank in the <br />rear yards and maximize the flat, usable space; investigate the feasibility of including <br />sidewalks on both sides of the street by reducing the street width; and determine an <br />acceptable stormwater treatment plan for the project.
