Resolution No. 99-134 Page Two Section 2: Section 3: This Council hereby finds and declares that the public interest or necessity demands the acquisition of the Improvements, and finds and declares that the Improvements are necessary, essential and for a public purpose. The estimated cost of the Improvements to be financed with the proceeds of general obligation bonds is not to exceed $50,000,000. Said estimated costs include provision for legal and other fees, and the cost of printing of bonds and other costs and expenses incidental to or connected with the issuance and sale of general obligation bonds to finance the costs of the Improvements. This Council hereby finds and determines that the costs of the Improvements require an expenditure by the City greater than the mount allowed for it by the annual tax levy of the City. This Council hereby determines to initiate proceedings regarding the issuance of general obligation bonds by the City pursuant to either Sections 43600 et seq. of the Government Code of the State of California or Sections 53506 et seq. of the Government Code of the State of California. If approved by two-thirds of all qualified voters voting on the issuance of such bonds, general obligation bonds of the City are to be issued. The Improvements constitute a single purpose under Section 43609 of the Califomia Govemment Code. Section 4: This resolution shall become effective immediately upon its passage and adoption.
