Public Notice and Comment <br />Notice of the City Council's public hearing on this item was sent to all property owners <br />and tenants living within a 1,000 -foot radius of the subject property. As of the drafting of <br />this report, staff has not received any additional public comments. <br />ENVIRONMENTAL ASSESSMENT <br />This project is categorically exempt from environmental review pursuant to California <br />Environmental Quality Act Guidelines, Section 15301, Existing Facilities, Class 1. <br />CONCLUSION <br />The City has had an interest in facilitating state of the art cellular and radio services to <br />the community. This includes the numerous upgrades for these quasi public utilities. <br />Staff is conscientious in review and consideration of proposals to ensure that the best <br />design solution be implemented and believes that the proposed project represents an <br />acceptable architectural design solution. <br />Staff has worked diligently with T- Mobile for approximately 18 months to find a solution <br />to meet both their coverage needs and to meet the high standards of architectural <br />design within the City. Staff acknowledges that the placement of the facility may limit <br />the uses on the adjacent undeveloped site. As staff considered this issue during the <br />planning and review process, it did not seem likely that the uses that would be <br />prohibited: churches, schools, senior centers, and parks, would be uses that would <br />necessarily be desirable at this site. Staff based this evaluation on the proposals that <br />have come forward for review and the direction that the City Council has indicated for <br />preferred uses at the site. Therefore, staff recommends that the City Council uphold the <br />appeal, supporting the Zoning Administrator's approval for Case No. PDRW -6. <br />Page 7of8 <br />
