Mr. Wolfe informed Commissioner Ellgas that the sale of plots should generate sufficient funds to make <br />the proposed capital improvements at the Cemetery. Commissioner Ellgas felt that more research was <br />necessary, and suggested that staff contact other cemeteries to obtain information that could be used as a <br />guideline. She liked the idea of giving priority to long-time Pleasanton families, and wondered whether <br />staff was already keeping a list of people who wanted to be considered. <br />Commissioner Pentin discussed several issues with staff: 1) the $1.9M in sales vs. the proposed $1.180M <br />in costs; 2) having a database held by the City as well as CFCS; 3) increased costs for maintenance once <br />an irrigation system has been added; 4) the City's responsibility for maintenance and whether any costs <br />would be passed on to plot owners; 5) the need for additional information regarding an "honor" area for <br />veterans; and, 6) the possibility of adding more cremains if they were put in vaults. <br />Mr. Wolfe advised the Commission that staff believes it would take a couple of weeks for vaults to be <br />installed in the cemetery; however, much depends on what funds are available. Staff s recommendation <br />to the City Council would be to fund the installation in advance, so all work could be completed at the <br />same time. <br />Chairperson Kummer thanked staff for providing the Commission with a thorough and complete report, <br />and the Pioneer Cemetery Committee for all its work. He liked the proposed irrigation and landscape <br />proposal, prefers giving preference to Pleasanton residents for the first 12 months, and like Commissioner <br />Dibiase is undecided about giving priority to those who may have served the City. <br />In further discussion, Commissioners agreed to the proposed number of plots and location, the pricing <br />structure, policy recommendations, time period for giving priority to Pleasanton residents, and other <br />preferences. <br />A motion was made by Commissioner Dibiase, seconded by Chairperson Kummer, to accept staff's <br />recommendation for adding to the Pleasanton Pioneer Cemetery 200 double depth burial units/plots and <br />200 smaller plots for cremains, with pricing as outlined in the staff report. Priority should be given to <br />Pleasanton residents for the first 12 months. <br />Commissioner Pentin suggested including a preference for Pleasanton residents and veterans be added to <br />the motion. After discussing this suggestion further with staff, he agreed, to withdraw his request. <br />Commissioner Ellgas expressed concern about the proposed pricing, and was advised by Mr. Wolfe that <br />the figures in their report were obtained from CFCS. He advised the Commission that it could <br />recommend changes to the City Council, as deemed necessary.
