THE CITY OF 16 -~- CITY COUNCIL AGENDA REPORT j~L£~S~4NTONo December 16, 2008 Parks and Community Services TITLE: DISCUSSION OF PROPOSED OPERATIONAL CHANGES AND THE SALE OF ADDITIONAL PLOTS FOR PLEASANTON PIONEER CEMETERY SUMMARY The City acquired Pleasanton Pioneer Cemetery (formerly Pleasanton Memorial Gardens Cemetery) from the International Order of Odd Fellows (IOOF) in early 2007. Under the conditions of acquisition, plot sales were immediately suspended pending further investigation and research of the property and existing records; facility maintenance was set at a "pioneer" standard; safety and other necessary improvements were implemented; and operational review of the Cemetery program was assigned to the Parks and Recreation Commission. The City Council also authorized staff to contract for funeral services and records management for plots that were sold prior to acquisition. On October 9, 2008, staff discussed proposed general operating guidelines and fees for the Cemetery program with the Parks and Recreation Commission. The program discussion, as well as recommendations from the Commission, are provided for the City Council's consideration. RECOMMENDATIONS That the City Council: 1) Approve the sale of additional plots and niches at Pleasanton Pioneer Cemetery; 2) Adopt an initial pricing schedule and general operational policies as outlined in the staff report; 3) Approve an appropriate Initial Purchase Period for Residents; and 4) Authorize the City Manager or his designee to execute an agreement with Catholic Funeral and Cemetery Services for cemetery operation and related services. 5) Appropriate $190,000 from the Capital Improvement Program Reserve (CIPR) as a temporary advance to the Cemetery Fund for the surveying plot verification and pre-installation of 200 full-size vaults. FINANCIAL STATEMENT There are sufficient funds in the CIPR to temporarily advance $190,000 to the Cemetery fund for the surveying plot verification and pre-installation of 200 full-size vaults.
