THE CITY OF 16 <br />-~- CITY COUNCIL AGENDA REPORT <br />j~L£~S~4NTONo <br />December 16, 2008 <br />Parks and Community Services <br />TITLE: DISCUSSION OF PROPOSED OPERATIONAL CHANGES AND THE <br />SALE OF ADDITIONAL PLOTS FOR PLEASANTON PIONEER <br />CEMETERY <br />SUMMARY <br />The City acquired Pleasanton Pioneer Cemetery (formerly Pleasanton Memorial <br />Gardens Cemetery) from the International Order of Odd Fellows (IOOF) in early 2007. <br />Under the conditions of acquisition, plot sales were immediately suspended pending <br />further investigation and research of the property and existing records; facility <br />maintenance was set at a "pioneer" standard; safety and other necessary improvements <br />were implemented; and operational review of the Cemetery program was assigned to <br />the Parks and Recreation Commission. The City Council also authorized staff to <br />contract for funeral services and records management for plots that were sold prior to <br />acquisition. <br />On October 9, 2008, staff discussed proposed general operating guidelines and fees for <br />the Cemetery program with the Parks and Recreation Commission. The program <br />discussion, as well as recommendations from the Commission, are provided for the City <br />Council's consideration. <br />RECOMMENDATIONS <br />That the City Council: <br />1) Approve the sale of additional plots and niches at Pleasanton Pioneer Cemetery; <br />2) Adopt an initial pricing schedule and general operational policies as outlined in <br />the staff report; <br />3) Approve an appropriate Initial Purchase Period for Residents; and <br />4) Authorize the City Manager or his designee to execute an agreement with <br />Catholic Funeral and Cemetery Services for cemetery operation and related <br />services. <br />5) Appropriate $190,000 from the Capital Improvement Program Reserve (CIPR) as <br />a temporary advance to the Cemetery Fund for the surveying plot verification and <br />pre-installation of 200 full-size vaults. <br />FINANCIAL STATEMENT <br />There are sufficient funds in the CIPR to temporarily advance $190,000 to the Cemetery <br />fund for the surveying plot verification and pre-installation of 200 full-size vaults. <br />
