PUBLIC HEARINGS AND OTHER MATTERS <br />B. Recommendation Regarding the Allocation of Uncommitted Federal HOME <br />(HOME Investment Partnership Program) Grant Funds <br />Mr. Erickson provided information about the Home Investment Partnership (HOME) <br />program that was established through the Cranston-Gonzalez National Affordable <br />Housing Act of 1990 to provide funding for new construction or substantial rehabilitation <br />of affordable housing. <br />The Commission was advised that in order to attain eligibility to receive a HOME funds <br />allocation, smaller jurisdictions in Alameda County entered into an agreement in 1993 to <br />form the Alameda County HOME Consortium. Pleasanton has participated as part of the <br />Consortium since 1993 and has received approximately $100,000 to $170,000 each year. <br />As indicated by Mr. Erickson, the HOME allocations for 2006, 2007, and 2008 and a <br />portion of 2005, for a total of $677,000, have not yet been allocated to specific projects. <br />Mr. Erickson informed the Commission that HOUSE, Inc., recently approached staff with <br />a request for additional funding to assist them in acquiring housing for developmentally <br />disabled adults. He also advised that the City has provided HOME funds (in addition to <br />CDBG and City Lower Income Housing Funds) to this agency in the past to acquire four <br />such properties. With the current favorable housing market, the agency is currently <br />actively searching for new residential property to add to its portfolio. <br />Staff recommended the Commission indicate its intent in a recommendation to City <br />Council, whether $450,000 in HOME funds should be allocated to HOUSE, Inc., for the <br />purpose of acquiring a new housing facility for developmentally disabled adults in <br />Pleasanton. <br />Page - 1 - <br />
