Review of the Proposed Purchase by HOUSE, Inc., of aBelow-Market Priced <br />Home to Provide Housing for Developmentally Disabled Adults <br />Scott Erickson provided an overview of the agenda report. At the August meeting, the <br />Commission reviewed a concerning a request from HOUSE, Inc., for $450,000 in funds <br />through the City's federal HOME grant allocation to assist the agency to purchase a yet <br />to be identified single family residential property in Pleasanton to be used for providing <br />housing to adults with developmental disabilities. While the Commission was generally <br />supportive of this usage, it raised a number of questions and requested additional <br />information in the following areas: <br />• Provide additional application-type information with the request including matters <br />such as budget, agency information /history, tenant profile, rent levels, etc. <br />• Identification of a specific property to be purchased <br />• Disposition and securing of HOME funds (i.e., through contract and loan documents) <br />• Identification of the amount of the Home funds and identification of leveraging from <br />other sources. <br />The Commission's general direction to HOUSE, Inc., was to continue to search for a <br />property in Pleasanton and to provide updates either directly or via staff. The <br />Commission also urged the agency to consider creative ways to leverage funding. The <br />funding request was tabled for future consideration, and the agency was advised to return <br />at a later date with a complete grant application or to wait until the City's next annual <br />grant funding cycle (FY 08/09) in December. <br />As part of its discussions with HOUSE, Inc., after the Commission meeting, staff <br />explored the potential of focusing the agency's effort on one of the below-market priced <br />homes located on the Bernal Property that were constructed by KB Home.
