It was <br />Chairperson Stark's understanding that the direction given by the Commission was that <br />HOUSE, Inc., obtain private financing rather than obtain funds from the DPA. Mr. <br />Erickson agreed, but since HOUSE, Inc., was hoping to keep monthly costs to a <br />minimum, staff felt they should provide the information about DPA, since payments <br />would be required on the funds and financing would not be deferred. <br />At 7:12 p.m., Chairperson Stark opened the meeting for public comment. <br />Martha Richev, 365 Anna Maria Street, Livermore -indicated that her son has been in a <br />HOUSE, Inc., facility for over 10 years and has been very happy there. She noted that <br />her family has lived in the community for many years. <br />Howard W. Neely, 448 Amador Court, Pleasanton -has had concerns about HOUSE, <br />Inc., in the past and had previously recommended to the City that they be allowed to <br />obtain another home. He discussed other City properties that would have been suitable <br />locations for HOUSE, Inc. Mr. Neely advised that he is a board member of a similar type <br />organization in Sonora and of the need for these types of institutions. He asked that the <br />Commission consider the HOUSE, Inc., request favorably. <br />Julie Testa. 3494 Torlano Place, Pleasanton - Ms. Testa discussed previous HOUSE, <br />Inc., proposals and the goals of the organization to keep expenses low so they can <br />provide low rents to the developmentally disabled adults in the community. She felt that <br />the proposal being presented would be a good fit and a great opportunity for both <br />HOUSE, Inc., and the City of Pleasanton. <br />Thomas A. Morelli. 952 Pamela Place, Pleasanton -thanked the Commission for <br />considering the proposal and understood the concerns raised by Chairperson Stark. Mr. <br />Morelli discussed the growing need for special accommodations for the handicapped in <br />the Tri-Valley, and advised that HOUSE, Inc., is currently trying to accommodate three <br />(3) developmentally disabled married couples that are looking for housing. <br />Chairperson Stark closed the meeting for public comment at 7:25 p.m. <br />Chairperson Stark questioned whether HOUSE, Inc., had applied for funding through the <br />Human Service Commission's CDBG and City Grant funding programs. Mr. Erickson <br />advised that the agency had recently applied for, and received, funding for maintenance <br />needs through the City Grant program. <br />In response to a question from Commissioner Harris, Mr. Erickson advised that the City <br />of Pleasanton was experiencing reduced interest in the resale ofbelow-market priced <br />homes because, as with market-rate homes, people are generally being cautious and are <br />sometimes having difficulty applying for and obtaining financing. <br />Page - 2 - <br />
