/" Cit,. of Pleas'ta"nton <br /> 12A <br /> REPORT <br /> September 17, 1985 <br /> <br /> HONORABLE CITY COUNCIL <br /> Pleasanton, California <br /> <br /> Pro_posed Program to Finance Pleasanton's Share of the LAV~qM/~ and <br /> DSRSD Expansions <br /> <br /> Members of the Council: <br /> <br /> Background ~ <br /> <br /> On June 5, 1984, a valley wide election, including all <br /> jurisdictions that are members of the Livermore Amador Valley <br /> Water Management Agency (LAVWMA), was held to obtain voter <br /> approval to expand the LAVWMA Facility to a maximum of 21 MGD of <br /> wastewater export capacity. The election was successful in all <br /> three agencies and LAVWMA proceeded with engineering on the <br /> project and expects to go to bid in November of this year. -The <br /> expansion project should be completed and the export capacity <br /> available by May of 1988. The total expansion is for 4.38 MGD <br /> with Pleasanton to receive 31 percent or 1.35 MGD. Dublin San <br /> Ramon Services District (DSRSD) has awarded a contract to provide <br /> the additional sewage treatment capacity also required. <br /> <br /> The ballot measure approving the LAVWMA' expansion specifically <br /> stated that the cost of the expansion would be paid by the users <br /> of the newly created capacity and not the existing users. The <br /> purpose of this report is to propose a program to insure that <br /> Pleasanton will have the cash to pay our share of the expansion <br /> projects. <br /> <br /> Cost of Expansion <br /> <br /> The estimated cost of the LAVWMA engineering and construction is <br /> approximately $8.0 million. To this it will be necessary to add <br /> the cost of the E.I.R- and any cost paid to EBDA for the <br /> additional 1.28 MGD.
