· Policy 8 <br /> <br /> ...to insure that 13% of the total housing <br /> stock at full development is devoted to the <br /> needs of lower income households.* <br /> <br />* (Lower' income households are those earning 80% or less <br />of the Bay-Area ~edian household income.) <br /> <br />Using the 1970 Census, it was established that approximately 13% <br />of Pleasanton's then resident households would have qualified for <br />federal housing assistance. Using this figure, the 1976'General <br />Plan Housing Element established as a goal that 13% of the total <br />housing stock should be of the type that would meet lower <br />income housing needs. It is assumed that such housing would <br />be made up of both traditional less expensive market rate <br />housing and housing that is to a greater or lesser extent subr <br />sidized by some level of government.
