She stated that staff evaluates a proposal in terms of <br />design and compatibility with the structures. <br />Commissioner Fox inquired if T-Mobile might be able to talk to the Economic <br />Development Director and get a list of sites that might be more appropriate. <br />Ms. Decker replied that staff has been working with T-Mobile for two years to locate <br />alternative sites that would serve this particular area and reiterated that as indicated <br />by the applicant, moving away from the McDonald site does not address their needs. <br />Commissioner Narum inquired if the application was noticed 1,000 feet around the <br />site and it the notification area included the vacant parcel. Ms. Decker answered <br />yes to both questions. Commissioner Narum further inquired if staff had heard from <br />the property owner of that parcel. Ms. Soo said no. Commissioner Narum noted <br />that this would have been the property owners' opportunity to voice out any <br />concerns they might have had or if they saw this as limiting them in a negative way. <br />Chair Blank stated that he suspected that very few people are aware of the Wireless <br />Ordinance that precludes certain activities within 300 feet of a wireless antenna <br />within the City. <br />Commissioner Fox noted that it is not mentioned in staff report either and that she <br />did not think there was any way of knowing this except if they did some research on <br />the Municipal Code. <br />Commissioner Narum noted that the property owner of the vacant lot is savvy and <br />would have known about it. <br />Mr. Dolan offered to put some of the distances into perspective and referred to <br />Exhibit C of the staff report. He stated that the BMX Park is about 1,350 feet away <br />and that 300 feet into the vacant property would take some of the property in the <br />vicinity of the corner. <br />Chair Blank noted that he believed the 300 feet would go almost halfway into the <br />property and that he did not believe even a savvy owner would have thought about <br />the potential impact on the property. <br />Commissioner Fox stated that she does not want to limit the uses on the vacant <br />property. She noted that the former Mayor Pico had mentioned that it would be an <br />excellent site for churches. She added that had this proposal come before the <br />Commission a few years ago, she believed it would not be approved. <br />Commissioner O'Connor stated that his comments were similar to those of <br />Commissioner Narum. He noted that when he first looked at this proposal, he <br />thought the redesign of the tower actually looked better and less massing.
