~,... ~ ~.
Ms. Decker asked if the neighbors would put together a list as to the particulaz plants they
would like to recommend.
Ms. Decker explained that CCBcR's usually closely follow the City's Conditions of
Approval for a planned unit development. She noted the City does not enforce CCBcR's.
The neighbors would have to pursue civil action.
Ms. Decker asked if it was reasonable to believe that if something planted where the
previous trees were planted that would grow to the same height would do the same job.
She stated that ultimately that is what the neighbors' seemed to desire is to provide the
same level of screening which was there before.
Ms. Johnston stated only if they could see the vegetation underneath. She mentioned they
did not want to see just a canopy with afour-foot trunk underneath and that shrubs would
be necessazy.
Ms. Decker stated that another discussion session would be beneficial to come up with
solutions so that everyone is comfortable. Ms. Decker expressed her concern to work this
out before the hearing. She stated she believed that it was beneficial to work together so
that an appeal process would not ensue.
Mr. Jeffrey stated that the City kept knocking on his door, but the neighbors did not try to
contact him. He also explained that the City Planner, Leslie Mendez, did nothing to help
this situation and that much of problems stems from her lack of communication.
Mr. Johnston mentioned that communication is a two-way street in that Mr. Jeffrey could
have made an effort to contact the neighbors.
Ms. Decker explained that in this situation the Planning Division did not communicate
with all parties. She understood their frustration and anger, but would like to now move
forward.
Ms. Decker stated that her action plan is to go out to the site, look at the grading plan, and
to go in the backyards of the neighbors to get a more complete picture of this project.
Ms. Decker thanked everyone for their attendance and their contributions and that the next
discussion would be scheduled soon.
espectfully submitted,
ie Amos
ZA Hearing, PDR-715 April 16, 2008
