Ordinance No. 1985 <br />Page 12 of 17 <br />Prior to building permit inspections <br />49. Prior to receiving a foundation inspection for the structure, the applicant shall <br />submit a pad elevation certification for each home prepared by a licensed land surveyor <br />or registered civil engineer to the Chief Building Official and Director of Planning and <br />Community Development, certifying that the pad elevations and building locations <br />(setbacks) are pursuant to the approved plans. <br />50. Prior to the first framing inspection, the height of the primary structure shall be <br />surveyed and verified as being in conformance to the approved building heights as <br />stated on Exhibit A from the lowest grade to the highest portion of the roof. Please be <br />advised that the total height includes roof-sheathing, roof finish material, and all ridge <br />caps. <br />51. Prior to final building permit inspection, a final inspection by the Planning Division is <br />required prior to occupancy. <br />Landscaping and Irrigation <br />52. All recommendations and mitigation measures listed in the tree assessment provided by <br />Traverso Tree Service on file with the Planning Department and dated January 3, 2008, <br />shall be implemented. <br />53. A final landscape plan and irrigation plan shall be submitted to and approved by Director <br />of Planning and Community Development as part of the building permit plan set prior to <br />issuance of an on-site permit. Said landscape plan shall be consistent with the <br />approved landscape plan plus any conditions of approval, and shall be detailed in terms <br />of plant species, their locations on the site, size upon installation, total quantities for <br />each species, and spacing upon planting. Plant species shall be of adrought-tolerant <br />nature with an irrigation system, such as a drip system, that maximizes water <br />conservation throughout the development. <br />54. All trees used in landscaping shall be a minimum of 15-gallons in size and all shrubs a <br />minimum offive-gallons, unless otherwise shown on the approved landscape plan. <br />55. Landscaping installation time requirements: <br />a. Prior to building permit final, all front yard landscaping shall be installed and <br />inspected. <br />b. Within 90 days of occupancy, all rear yard landscaping shall be installed. <br />56. The applicant and future homeowners are encouraged to use recycled gray water, rain <br />water, etc., for landscape irrigation. If used, the details shall be shown on the building <br />permit plan set to the satisfaction of the Director of Planning and Community <br />Development before issuance of a building permit. <br />57. The applicant and future homeowners are encouraged to use best management <br />practices for the use of pesticides and herbicides. <br />
