increase FAR even more, it concerns her. Also, she felt the concern for parking could also be <br />real if the homes are rented out. She would like staff to discuss how the Council evaluates FAR <br />in the downtown in the future. She also is worried there is no playground area for children. She <br />said in other projects, the City has asked for $2,500 to go towards the Bernal Park so there is <br />more area for children and she would like this put forward onto this project. <br />Councilmember Cook-Kallio questioned if 105 points is the minimum required or total number <br />available. Ms. Decker said the applicants are proposing 105 green points, but the requirement <br />is 50 points. <br />Councilmember Cook-Kallio said since the City wanted them to move the carport, she would <br />rather not charge them for the tree, Mayor Hosterman and Vice Thorne agreed. <br />Councilmember McGovern said she approves something based on what the quality to the <br />community is, and 105 is a good green building quality and does not want 50 points, and wants <br />the project to achieve this. Mayor Hosterman said this has been proposed by the applicant. <br />Councilmember Sullivan supports the project in general, but also thinks there should be a <br />balance. Historically, the houses have been smaller downtown but they are starting to get <br />bigger and we should be careful to not go too big or dense and lose some the livability. He also <br />shared his concerns about carports. <br />Councilmember Cook-Kallio noted that there were two carports in the existing homes for this <br />project and garages are proposed for the new homes. Councilmember Sullivan agreed, but <br />wanted to take a closer look at future proposals and suggested the City hold a workshop. He <br />said he will support the project with the inclusion of Councilmember McGovern's proposed <br />conditions and he also believes the City should hold the applicant to 105 points. <br />Motion: It was m/s by Sullivan/McGovern to introduce and waive first reading of Ordinance No. <br />1985 approving the application for Planned Unit Development rezoning of two parcels totaling <br />approximately .51 acres from the RM-1,500 (Multiple-Family Residential) District to the <br />PUD-HDR (Planned Unit Development -High Density Residential) District and development <br />plan approval to construct three new residences at 4715, 4715-B, and 4693 Augustine Street, <br />subject to added conditions of Councilmember McGovern and to delete the charge for the tree. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />MATTERS INITIATED BY COUNCIL: None <br />COUNCIL REPORTS: None <br />ADJOURNMENT: There being no further business, the meeting was adjourned at 8:48 p.m. <br />Respectfully submitted, <br />Karen Diaz <br />City Clerk <br />City Council Minutes 6 November 4, 2008 <br />
