CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> RESOLUTION NO. 85-569 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL CONDITIONALLY <br /> SUPPORTING CALTRANS' DETERMINATION TO PREPARE A NEGATIVE <br /> DECLARATION FOR WIDENING 1-680 TO SIX LANES FROM ROUTE <br /> 238 IN FREMONT TO 1-580 IN PLEASANTON <br /> <br />WHEREAS, Caltrans is proposing to widen 1-680 from Route 238 in <br /> Fremont to 1-580 in Pleasanton from four lanes to six <br /> lanes; and <br /> <br />WHEREAS, Caltrans has determined that a Negative Declaration is <br /> sufficient as the project, as conditioned, would have no <br /> significant environmental effects; and <br /> <br />WHEREAS, Caltrans has proposed sound walls at locations that meet <br /> criteria for federal funding, the placement and detailed <br /> design of these walls to be determined during final <br /> design stage in coordination with local homeowners and <br /> the City of Pleasanton; and <br /> <br />WHEREAS, Recognizing both the noise impacts on Pleasanton <br /> residents not now protected by sound walls due to <br /> increased traffic on 1-680 (the residents' noise levels <br /> already exceed both State and Federal levels) and the <br /> potential adverse effects of inappropriately located and <br /> designed sound walls on the scenic 1-680 corridor (a <br /> City scenic route), the City of Pleasanton has prepared <br /> an 1-680 noise corridor specific plan which details the <br /> appropriate location and design for future sound walls <br /> along 1-680 in Pleasanton; and <br /> <br />WHEREAS, Pleasanton recognizes the need for increased capacity on <br /> 1-680 in order to ameliorate present and projected <br /> future traffic congestion which adversely affects its <br /> residents and business' employees by decreasing air <br /> quality, and adding delays and streets to users of the <br /> roadway. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL DOES RESOLVE AS FOLLOWS: <br /> <br />Section 1. The City of Pleasanton supports a Negative <br /> Declaration for the widening of 1-680 within the City of <br /> Pleasanton if the project includes sound walls <br /> consistent with the City's 1-680 specific plan in order <br /> to protect both the aesthetic qualities of the scenic <br /> route and the residents from unacceptable noise levels. <br /> <br />Section 2. The Director of Public Works is directed to forward a <br /> copy of this resolution to Caltrans for inclusion in the <br /> public record for this proposed project. <br /> <br /> <br />
