c. Programs and projects which enhance the mental, <br /> physical and cultural development of Pleasanton's <br /> children. <br /> <br /> d. Programs and projects which enhance downtown <br /> Pleasanton as the heart of the community, <br /> particularly projects for street improvement, <br /> landscaping and public parking. <br /> <br /> e. Construction of senior citizen housing and a senior <br /> citizen center. <br /> <br /> f. Purchase and improvement of parklands, including <br /> playing fields and athletic facilities. <br /> <br /> Because the exact extent of the Proposition 4 revenues <br /> cannot be predicted and major unforeseen events can <br /> force a reordering of priorities, the City Council shall <br /> have final responsibility for determining the timing, <br /> financing and extent of projects pursuant to the <br /> established priorities. To the extent that private <br /> property owners in the vicinity of a proposed project <br /> receive a special benefit from the proposed project <br /> (such as is the case with the Valley Avenue extension) <br /> the City Council shall form an assessment district and <br /> assess those private properties in accordance with their <br /> special benefit. <br /> <br />Section 4: Savings Clause. The intent of this initiative is to <br /> comply with California Constitution Article XIIIB. If <br /> any section, part, clause, form, word or phrase hereof <br /> is for any reason held to be invalid, the remaining <br /> provisions of this act shall remain in full force and <br /> effect and shall be interpreted to serve the intent of <br /> this ballot proposition. <br /> <br /> - 3 - <br /> <br /> <br />
