Mayor Hosterman opened the public hearing. There were no public speakers and she closed <br />the public hearing. <br />Councilmember McGovern questioned the next round of grants, and confirmed monies for 2008 <br />were already given and staff would start the process soon for 2008/09. She confirmed the adult <br />day-care could fall under CDBG. <br />20. Motion: It was m/s by McGovern/Thorne to approve submittal of the Community <br />Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation <br />Report (CAPER) for Fiscal Year 2007 (07/08) to HUD. Motion passed by the following <br />vote: <br />Ayes: Councilmembers McGovern, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: Councilmembers Cook-Kallio, Sullivan <br />Abstain: None <br />REPORT OF CLOSED SESSION <br />City Attorney Roush reported that the Council met at 6:45 p.m. in Closed Session and <br />authorized settlement of the two workers' compensation matters. <br />COUNCIL REPORTS <br />Vice Mayor Thorne reported on his attendance at the Annual League of California Cities <br />Conference, stating that all initiatives passed with the exception of one part of the change in the <br />Bylaws. The General Assembly disallowed representation for each one of the caucuses on the <br />Board of Directors, as they already have a 52-member Board. He also reported that he <br />currently serves as the President of the East Bay Division, and announced the City of <br />Pleasanton, Dublin and Livermore received a Helen Putnam Award for the Tri-Valley Youth <br />Health Initiative. <br />Councilmember McGovern noted she also serves on the Tri-Valley Youth Health Initiative <br />Committee and was impressed with their hard work. <br />She said she also received the Draft EIR for the General Plan, acknowledged the 45-day <br />comment period, voiced concern with the ability to comment in time, and asked if the comment <br />oeriod could be extended. <br />City Manager Fialho said the period will be extended to 60 days and discussed the process for <br />comments. He also noted staff would alert the Planning Commission of the extension. The <br />document is available on the City's website and at the Community Development Department. <br />Councilmember McGovern requested that the next financial quarterly report include the <br />percentage of unoccupied retail, commercial and office. City Manager Fialho agreed to include <br />this information. <br />Vice Mayor Thorne said there has been a lot of discussion about SB 375 and he confirmed staff <br />would provide an overview of the bill in the future. Mayor Hosterman noted a presentation on SB <br />375 is being made to the Regional Planning Committee for ABAG in December and she <br />suggested receiving their information and forwarding it onto the Council. <br />City Council Minutes 5 October 7, 2008 <br />
