MEETING OPEN TO THE PUBLIC <br />14. Presentation Regarding Pleasanton's Big Read <br />Penny Johnson, Senior Librarian said the library was awarded a grant from the National <br />Endowment for the Arts which were matched by Friends of the Library for the Big Read project. <br />She invited everyone to attend the Speak-Easy party on October 25`". <br />15. Proclamation Proclaiming October as National Domestic Violence Awareness Month <br />Vicki Thompson, Associate Director of the Tri-Valley Haven, accepted the proclamation and <br />extended and noted the October 17"' candlelight march at Civic Park. <br />16. Public Comment <br />Bailey Madrick discussed her biking incident at the intersection of Valley and Stanley <br />Councilmember McGovern suggested that Ms. Madrick pass her concerning on to the Bicycle <br />and Trails Committee. City Manager Fialho said he would follow-up on the issue. <br />Kathy Dowding said she recently visited Washington, D.C. and the memorials, and read the <br />names of 25 soldiers who have passed since the last Council meeting. She asked the Council <br />to join Pleasantonians for Peace on October 8`" for a candlelight vigil at 7PM. <br />Valerie Arkin, Library Commissioner, thanked Penny Johnson for her work at the Library. <br />Karen Martens spoke about online campaign finance disclosure forms and voiced concern over <br />the transparencies of donations. <br />Kay Ayala, Yes on PP, spoke about the need to campaign for No on OQ due to the poison pill <br />language. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />17. Continued to October 21 -Public Hearing: PUD-72, Jerome and Laura Raney - <br />Consider an application for Planned Unit Development rezoning of two parcels totaling <br />approximately .51 acres from the RM-1,500 (Multiple-Family Residential) District to the <br />PUD-HDR (Planned Unit Development - High Density Residential) District and <br />development plan approval to construct three new residences at 4715, 4715-B, and <br />4693 Augustine Street <br />18. Public Hearing: Consider an ordinance adding Chapter 15.44, Protection of Sanitary <br />Sewer System from Fats, Oil, and Grease, to the Pleasanton Municipal Code <br />Daniel Smith, Director of Operations Services, presented the agenda report; said purpose of the <br />ordinance is to control FOG discharges into the sanitary sewer system. He noted the public <br />outreach and education efforts and said the program can be done by existing staff and that the <br />program will reduce ongoing and future maintenance costs to the system. <br />Vice Mayor Thorne asked what happens with non-compliance, and Mr. Smith noted this would <br />involve penalties or liens against businesses.
