MINUTES CITY OF PLEASANTON REGULAR CITY COUNCIL MEETING October 7, 2008 CALL TO ORDER Mayor Hosterman called the regular meeting to order at 7:00 p.m. and Councilmember McGovern led the Pledge of Allegiance. Councilmember McGovern provided introductory remarks and noted that the Grand Opening of Alviso Adobe Community Park will be held October 25`". ROLL CALL Present: Councilmembers McGovern, Thorne, Mayor Hosterman Absent: Councilmembers Cook-Kallio, Sullivan Mayor Hosterman reported Councilmember Sullivan was unable to be present due to illness and Councilmember Cook-Kallio was back east as a recipient of the 2008 American Civic Education Teacher's Award and the Council, audience and staff congratulated her. AGENDA AMENDMENTS: City Manager Fialho noted that the August 27, 2008 minutes of the Joint Council and Planning Commission meeting are being pulled. Mayor Hosterman pulled Item 17, PUD-72, Jerome and Laura Raney, stating the project will be heard on October 21, 2008. CONSENT CALENDAR Administrative Services 1. Approved special minutes of June 10, 2008, June 26, 2008, September 2, 2008 and regular minutes of September 2 and 16, 2008 and pulled workshop minutes of August 27, 2008. 2. Adopted Resolution No. 08-241 amending the master plan documents between the City of Pleasanton and Resolution No. 08-242 ICMA Retirement Corporation and the City of Pleasanton and CaIPERS 457 to permit loans to eligible participants 3. Adopted Resolution No. 08-243 approving the conduct of a special runoff election for elective offices in the event of a tie vote at any municipal election City Attorney 4. Approved and authorized the City Manager to execute a lease with Metro PCS for cellular antenna facilities on City property located on Santos Ranch Road water tank site City Manager 5. Approved an amendment to the Alameda County Joint Exercise Powers Agreement for Waste Management to require a simple majority vote for expenditure less than $500,000
