Councilmember McGovern believes the added circulation of the entire project would offer a lot <br />more use of the park and supported staffs exploration of the added cost. She said the public <br />might want to purchase trees and donate them to the City for helping to get more of the <br />woodland in earlier. She also hoped the teen and community center could be brought forward <br />sooner, as well, acknowledged neighborhood comments and synthetic turf concerns. <br />The item was opened for public comment. <br />Tom Sansen said his home abuts the baseball diamond, questioned the installation of new <br />fencing which might eliminate some of the homes' access to the park, said he was not at the <br />neighborhood meeting but knows all neighbors in the court are opposed to synthetic turf, <br />questioned park hours, questioned if for-profit organizations have a lease agreement to use <br />Pleasanton parks. <br />Greg Crofton said he lives one block from the park, said neighbors enjoy the ability to have <br />mixed use, voiced safety concerns regarding parking and automobile circulation problems within <br />his neighborhood, asked for drainage improvements and to be able to continue using the park. <br />Public comment was closed. <br />Mayor Hosterman confirmed with Mr. Wolfe that there has been no proposed change to date for <br />the Upper Bernal Field, that the plan will be updated in the spring of 2009 through the CIP. <br />Councilmember Cook-Kallio asked staff to address comments regarding fencing, traffic, park <br />hours, and for-profit sports organization use. Mr. Wolfe said if the park is modified and the <br />Council and Commission approve access, it will include a neighborhood process.. He said there <br />are no for-profit sports organizations; the City handles all scheduling of youth sports. Regarding <br />hours, they are typically dawn to dusk, but they can go as late as 10:00 p.m. <br />Councilmember McGovern suggested looking at the fields' proximity to houses and review <br />hours. Mr. Wolfe said staff does work with neighbors on the issue. <br />Motion: It was m/s by Thorne/Cook-Kallio to approve consultant agreement with Harris Design <br />Landscape Architects for preparation of construction documents for Bernal Community Park, <br />Phase 2, Project No. 017045 and reach out to the community for community-sponsored trees, <br />amend the contract language to reflect "multi-use" or "all-weather", incorporate woodlands on <br />the west side and involve those neighbors in the design development, and explore costs to put <br />through Pleasanton Avenue to Bernal. Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Noes: None <br />Absent: None <br />Mayor Hosterman called for a brief break and thereafter reconvened the regular meeting. <br />15. Public Hearing: Adopt a resolution updating the Tri-Valley Transportation Development <br />Fee <br />City Traffic Engineer Michael Tassano gave the staff report; said staff is reintroducing the <br />resolution due to Council previous action not being noticed as a public hearing. He said the <br />resolution was the same and that funds from the fee increases will be used to leverage <br />additional funds. He reviewed fee changes, upcoming steps if the fee increase is approved, <br />and noted that the City is now one of the last agencies to bring forward its resolution for <br />adoption. <br />City Council Minutes 6 October 21, 2008 <br />
