3 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />[~L£ ~AS~4NTONa <br />November 4, 2008 <br />Community Development <br />Engineering Division <br />TITLE: APPROVAL OF PREANNEXATION AGREEMENT AND APPROVAL FOR <br />SEWER CONNECTION FOR 3568 VINE STREET (HEMPY) <br />SUMMARY <br />The property owner of 3568 Vine Street is requesting sewer service to serve his existing <br />residence located within the Remen Tract outside the City limits. The property owner is <br />requesting connection to the City sewer system to eliminate the use of a failing septic <br />system and leach field. Alameda County, Department of Environmental Health restricts <br />repairs or installation of septic systems when a sanitary sewer is within 200 feet of the <br />property. Approval of the utility connections will require a preannexation agreement. <br />RECOMMENDATION <br />1. Authorize connection of the Hempy parcel located at 3568 Vine Street (APN 946- <br />1708-002-01) to the City sanitary sewer system, provided all connection work is done <br />to the satisfaction of the City Engineer and all costs are borne by the property owner, <br />and the proposed extension of City services is approved by LAFCo. <br />Approve the preannexation agreement between Hempy and the City of Pleasanton, <br />and authorize the City Manager to execute the agreement. <br />3. Direct staff to file an application with LAFCo for the extension of sewer service to the <br />Hempy parcel. <br />FINANCIAL STATEMENT <br />The property owner would be required to pay all costs associated with extending the <br />sewer system, City connection fees, permits, fees required by the City and County, <br />reimbursement agreements, and LAFCo fees. <br />
