Ordinance No. <br />Page Three <br /> <br /> iv. to provide employment for our residents, <br /> <br /> v. to create opportunities for new businesses, <br /> and <br /> <br /> vi. increase tax revenues for the provision of <br /> public services. <br /> <br /> (b) The City Council finds that businesses lying within <br /> the business and improvement area will be benefited <br /> by the expenditure of the funds raised by the <br /> charges proposed to be levied. <br /> <br />Section 11: Power to Contract. The Council may contract from <br /> time to time with a nonprofit tax exempt corporation, <br /> the purpose of which, shall be to carry out the purposes <br /> for which this charge is levied and as herein provided <br /> in this ordinance. In event such agreement is made, it <br /> shall provide that said corporation shall present a <br /> budget of proposed expenditures and purposes to the City <br /> Manager, for investigation and report to the Council <br /> upon the advisability and feasibility of the proposed <br /> expenditures and improvements. Upon approval of said <br /> budget requests, the Council shall allocate and direct <br /> payment of such amounts as it shall determine to said <br /> contracting agency by the City Finance Office. <br /> <br />Section 12: Collection of Charges. <br /> <br /> (a) The charges provided by this ordinance shall be <br /> collected at the same time and in the same manner <br /> and with the same penalties as is provided in the <br /> Code of the City of Pleasanton for the collection <br /> of business license taxes, except as provided in <br /> subsection (b). <br /> <br /> (b) The Finance Director is authorized to advance funds <br /> to the District in anticipation of expected <br /> revenues. <br /> <br />Section 13: Repeal of Ordinance No. 1110. When this <br /> modification of the schedule of charges and benefit <br /> zones established by Ordinance No. 1110 takes effect, <br /> then Ordinance No. 1110 shall be repealed. <br /> <br />Section 14: Publication. This ordinance shall be published once <br /> within fifteen (15) days after its adoption in "The <br /> Tri-Valley Herald," a newspaper of general circulation <br /> published in the City of Pleasanton. <br /> <br /> <br />
