THE CITY OF <br />.~.' ~ <br />j~L£~S~4NTONo CITY COUNCIL AGENDA REPORT <br />October 21, 2008 <br />Parks and Community Services <br />TITLE: REPORT REGARDING CITY COUNCIL PRIORITY FOR BERNAL <br />UPPER FIELDS AND APPROVE CONSULTANT AGREEMENT WITH <br />HARRIS DESIGN LANDSCAPE ARCHITECTS FOR PREPARATION OF <br />CONSTRUCTION DOCUMENTS FOR BERNAL COMMUNITY PARK, <br />PHASE 2, PROJECT NO. 017045 <br />SUMMARY <br />Staff has successfully negotiated an agreement with the firm of Harris Design, <br />Landscape Architects of Oakland, to prepare complete construction documents for <br />Bernal Community Park, Phase 2. Under the terms of this Agreement, the Consultant <br />would begin design development work immediately, and complete the work by <br />December 31, 2009, in order to allow for competitive bidding and construction of the <br />project in early 2010. The total contract cost for all design and reimbursable expenses <br />is not to exceed $765,000. Staff requests that the City Council review and approve the <br />attached Agreement. <br />A meeting was held in early June, 2008, in an effort to determine the neighborhood <br />reaction to possible changes to the existing soccer field at Bernal Upper Field. It was <br />determined that no changes to the soccer field should occur, but that an emphasis <br />should be placed on providing lighted synthetic fields on the Bernal Property as quickly <br />as possible. <br />RECOMMENDATION <br />Approve the consultant Agreement with the firm of Harris Design, Landscape Architects <br />of Oakland, to provide design services for the subject project, at a cost not to exceed <br />$765,000; and authorize the City Manager to execute the attached Agreement. <br />FINANCIAL STATEMENT <br />The Bernal Community Park Reserve (CIP 017045) has a current fund balance of <br />$3,067,113. This amount is sufficient to fund the entire design effort to product bid- <br />ready construction documents for Phase 2. Prior to formally bidding the project, staff <br />will return to the Council with recommendations for construction funding. <br />
