4 <br />THE CITY OF <br />CITY COUNCIL AGENDA REPORT <br />j~L£~S~NTONe <br />October 21, 2008 <br />Community Development <br />Engineering Division <br />TITLE: APPROVAL OF A CONSULTANT SERVICES CONTRACT WITH <br />RUGGERI, JENSEN, AZAR AND ASSOCIATES (RJA) IN THE AMOUNT <br />OF $61,600 FOR THE DESIGN OF THE VINEYARD TRAIL, CIP NO. <br />087049 <br />SUMMARY <br />Thomas Baak and Associates, Landscape Architects, and Ruggeri, Jensen, Azar & <br />Associates (RJA), Civil Engineers, worked together to prepare the conceptual plan for <br />the Vineyard Avenue Realignment Landscaping and Trail Plan in 2003. This conceptual <br />plan was reviewed and approved by City Council on June 17, 2003. This conceptual <br />plan has been used for all the development that has occurred within the Vineyard <br />Corridor. More detailed plans must be developed before the trail along Old Vineyard <br />Avenue can be constructed. Staff contacted Thomas Baak and Associates about <br />preparing construction plans for the trail, but it became apparent that the bulk of the <br />work would be the (engineering) design of the trail rather than the landscaping plan. <br />Since RJA worked with Thomas Baak and Associates to prepare the conceptual plan, <br />staff deemed it appropriate to solicit a proposal from RJA to prepare the improvement <br />plans for the trail design and have Thomas Baak and Associates act as a sub- <br />consultant to RJA for the landscaping portion of the trail. <br />RECOMMENDATION <br />1. Approve the consultant agreement with Ruggeri, Jensen, Azar and Associates of <br />Pleasanton, California, for engineering design and landscape architectural services <br />for anot-to-exceed cost of $61,600. <br />2. Authorize appropriation of $61,600 from the Vineyard Avenue Corridor Specific <br />Plan Fund for the design of the Vineyard Corridor Trail, and transfer into CIP No. <br />087049, Vineyard Corridor Trail. <br />3. Authorize the City Manager to execute the attached contract. <br />FINANCIAL STATEMENT <br />The funding for the design of the Vineyard Trail will be provided from Vineyard Corridor <br />Specific Plan fees that have been collected. The funding for the Vineyard Corridor Trail <br />was included in the Financing Plan for the Vineyard Avenue Corridor Infrastructure <br />Improvements approved by the Council last year. CIP No. 087049, Vineyard Corridor <br />Trail, will be established for tracking purposes. <br />
