REVIEW OF THE 1996 PLEASANTON EG NERAL PLAN UPDATE
Yvevard Avenue Corridor
Commissioner Wright inquired about the 20-acre community pazk site not being viable for ten
to twenty years because of it being an old landfill and the problem with methane gas. He also
inquired as to the land ownership, and Mr. Rasmussen stated that the City has a contractual
agreement with the garbage company relating to how the land could be sold in the future.
Commissioner Wright then inquired about the specific siting of the elementary school. Was
there any consideration made as to whether the school was sited on prime viticulture land or not?
Mr. Rasmussen advised that it was sited in a central location for the Vineyazd Corridor, Ruby
Hill, and development to the west of the comdor, as well as away from the quarry operations
to mitigate noise. The central location is probably the key design consideration.
Mr. Rasmussen also advised Commissioner Wright that the City Attorney has reviewed the
responses to letters received regarding the EIR document.
Also, in response to Commissioner Wright, Mr. Rasmussen advised that in 1993, a specific plan
was being developed between the City and the Vineyard Corridor, but it never went to public
hearing.
In response to Commissioner Barker, Mr. Beougher advised that the City does not own the old
• landfill. She inquired if it is being offered as a pazk. Mr. Rasmussen advised that it is shown
as a pazk site in some plans, but it is not owned by the City and has not been offered to the
City.
Commissioner Barker inquired about possible plans for a park on the Hatsushi property.
Mr. Rasmussen advised that some neighbors west of this property asked that a neighborhood
park be located on the back of the property.
Commissioner Barker then talked about the noise levels on Mohr Avenue. She asked if the City
has a plan to mitigate the noise. Mr. Beougher advised that a project on the Busch property may
impact this issue in the near future.
Commissioner Hovingh asked about the pros and cons of moving Vineyard Avenue along the
arroyo. This is a concern of Commissioner Barker as well. Commissioner Wright feels the
realignment is better for safety and would provide unimpeded circulation to Ruby Hill and
Livermore.
Colnmissiot-er Dove commented that there were discussions of the Circulation Subcommittee
stating strong feelings of poor sight lines along Vineyard Avenue, an interest to move the road
for safety reasons, elevation differences would no longer exist, noise would be somewhat
mitigated, as well as some viticulture planned along the realigned road.
• Platming Commission Minutes Page 2 May 6, 1996
