69. The applicant shall submit a pad elevation certification prepared by a licensed <br />land surveyor or registered civil engineer to the Chief Building Official and <br />Director of Planning and Community Development, certifying that the pad <br />elevations and building location (setbacks) are pursuant to the approved plans, <br />prior to receiving a foundation inspection for the structure. <br />70. Final inspection by the Planning Division is required prior to occupancy. <br />71. All backflow prevention devices, above ground irrigation controls, and above <br />ground irrigation meters shall be located and screened so as to minimize visual <br />impacts. The location of all backflow prevention devices, above ground irrigation <br />controls, and above ground irrigation meters and the quantity and type of <br />proposed landscape screening shall be subject to the review and approval of the <br />Director of Planning and Community Development prior to installation. <br />Landscaping and Tree Preservation <br />72. A final landscape plan and irrigation plan shall be submitted to and approved by <br />Director of Planning and Community Development as part of the building permit <br />plan set prior to issuance of a building permit. Said landscape plan shall be <br />detailed in terms of species, location, size, quantities, and spacing. Plant sizes <br />shall be subject to the review and approval by the Director of Planning and <br />Community Development, with trees ranging from 15 gallon to 24-inch box size <br />and shrubs ranging from 1 to 5 gallons in size. <br />73. The developer shall consult with the City's Landscape Architect to ensure that <br />the project landscaping is consistent with existing Stoneridge Mall Road <br />properties and designed in a manner to minimize visual impacts of the project. <br />74. The applicant shall provide root control barriers and four inch perforated pipes for <br />trees in planting areas less than ten feet in width, as determined necessary by <br />the Director of Planning and Community Development at the time of review of the <br />final landscape plans. <br />75. The applicant shall install an automatic irrigation system for all project <br />landscaping, including the landscaping installed in the City right-of-way. The <br />irrigation design shall utilize low-volume drip, bubbler, or other water conserving <br />irrigation systems. <br />76. Prior to occupancy, the landscape architect shall certify in writing to the Director <br />of Planning and Community Development that all landscaping and irrigation <br />systems have been installed as per the approved plans and any claimed <br />landscape green building measures. <br />77. The project developer shall comply with the "Tree Preservation Guidelines" in the <br />tree report prepared by HortScience Inc. dated January 2001 for the five existing <br />11 <br />
