42. The applicant shall submit an exterior lighting plan for the buildings and site, including drawings and/or manufacturer's specification sheets showing the size and type of light fixtures proposed. All exterior lighting shall be directed downward and designed or shielded so as to not shine on neighboring properties or streets and to have the lowest luminosity while still meeting the City's Security Ordinance. The lighting plan shall be subject to the review and approval by the Director of Planning and Community Development prior to issuance of building permits for the project. 43. All trash and refuse shall be contained completely within the approved trash rooms in the parking garage. Trash containers shall be stored within the trash rooms at all times, except when being unloaded. 44. The location of any pad-mounted transformers shall be subject to approval by the Director of Planning and Community Development prior to issuance of permits by the Building and Safety Division. Such transformers shall be screened by landscaping or contained within an enclosure matching the building and with corrugated metal gates. All transformers shall be shown on the plans submitted for issuance of building permits. The project developer shall attempt to locate transformers at the rear of the site. 45. Unless a phasing occupancy plan for improvements is approved by the Director of Planning and Community Development, the developer shall complete all of the on-site improvements at one time. 46. The applicant shall construct a lighted bus shelter with trash receptacle at the bus stop/kiss-n-ride pull-out along the project's Stoneridge Mall Road frontage. These shall be completed prior to occupancy. The shelter design shall be compatible with the project architecture. The precise shelter location and design shall be approved by the Director of Planning and Community Development prior to issuance of project building permits. An encroachment permit shall be obtained prior to installation if located within the street right-of-way. The shelter and trash receptacle shall be maintained by the apartment project owner including trash pick up. 47. The applicant shall not install hose bibs at the project site which could be used by residents to wash vehicles. 48. No speed bumps shall be placed within the drive aisles of the project site unless otherwise approved by the Director of Planning and Community Development and Fire Chief. 49. Only natural gas burning fireplaces, pellet fueled stoves/heaters, or United States Environmental Protection Agency approved appliances shall be permitted inside or outside of the structures. 7
