Page 2 <br /> <br />Phase II - Upon Council approval of the successful completion of <br />Phase I, Eden Housing, Inc., will provide the following services: <br /> <br />A. Coordinate the work of the architect, civil engineer, and <br /> soils engineer with the City planning staff to prepare a <br /> formal application to the City for all necessary project <br /> planning approvals. Coordinate formal City Planning Commission <br /> and City Council approval of project zoning, site plan and <br /> design review. <br /> <br />B Obtain firm construction cost estimates based on preliminary <br /> plans completed in Phase I. Revise development budget to <br /> reflect firm construction costs. Coordinate the results of <br /> these costs with the City's financial consultant to determine <br /> final financial feasibility requirement and rent levels. <br /> <br /> The results of this work will be presented to the City Council <br /> for acceptance at the same time design approval is being <br /> requested. <br /> <br />Phase III - After the final design and firm construction costs <br />obtained during Phase II are accepted by the City Council, Eden <br />Housing, Inc., will be available at the City's discretion on an <br />hourly basis to assist the City in determining how to proceed to <br />implement the building of the project. For example, the City can <br />own and operate the facility and contract directly, through a <br />competitive bidding process, a building contractor. Alternatively, <br />the City can request.proposals from developers to build out the <br />development, and then "turn-key" it over to the City after completion. <br />These alternatives are partially dependent on the final financing <br />structure. <br /> <br /> <br />
