Victoria DeRossett noted that her husband's concerns were similar to hers regarding the
elder care facility and inquired why they were not informed that a business was moving in
next to their home. She noted that their court was totally owner-occupied with no renters.
When this house was sold, they had been told by the new owners that they planned to
move into the house with plans to remodel the interior of the house. She noted that the
neighbors were very aware of the activities on the court, and she was unhappy that the
new owners had not told them the truth. She noted that the appearance of the house was
very unattractive. She was very unhappy that they appeared to have had no choice in the
matter of living next to a business. She was very concerned about the traffic and parking
in an already crowded court and added that this home was one of the nicest homes on the
court, but now it was not. She did not understand how they could not move a tree
without a City process, but a business could be opened in their neighborhood without
notifying the neighbors.
Sue Grube spoke to support the DeRossette's concerns about the elder care facility. She
was very concerned that they did not know this business would be operating on their
small court. She inquired whether there would be any medical waste, and how that
would be disposed of.
Lucia Holman echoed her neighbors' comments and was very concerned about the
neighborhood children with the presence of a business that would be visited by people
unknown to them. She was concerned about the paratransit buses and whether they would
be careful in the neighborhood; she had witnessed paratransit buses driving too fast
throughout the City. She inquired why the neighborhood had not been informed.
Todd and Sherry Wiegel noted that they completely agreed with the previous speakers and
would like to receive some answers from the City as to the lack of notice that this business
would be opening into their neighborhood. Mr. Weigel noted that a friend who lived in
Birdland was required to post a notice to the neighbors for 30 days, infomting them that he
planned to upsize several windows. He described the appearance of the house as "hideous"
and asked why this kind of notice was not required of this facility.
Bev Williams noted that she lived directly behind the neighborhood in question and that she
had her own concerns about this facility's effects on the neighborhood. She was concerned
about safety and traffic congestion. She noted that her mother had lived in an elder care
center in a more appropriate location which could also accommodate ambulances and
additional traffic. She was concerned about the sound of ambulances and other traffic in the
middle of the night. She believed that a cul-de-sac was particularly inappropriate for this
kind of facility. She would like this facility to be placed in a more appropriate area.
Laura Beck noted that she shared her neighbors' concerns and added that she was not aware
of any of the construction beforehand. She believed the constmction had been performed
sloppily and added that no permits had been posted on-site. She also had not seen any
inspectors and added that the property had been very messy. She was concerned about
_ traffic and noted that the cul-de-sac had a very narrow opening. She did not believe the
PLANNING COMMISSION MINUTES October 24, 2007 Page 4 of 40
