and suggested that the applicant cooperate with the neighbors in reaching a compromise on design of the <br />proposed residence. <br />Commissioner Sullivan expressed support in approving the application for the secondary unit. He noted <br />that the General Plan requires preserving the existing character of residential neighborhoods and stated <br />his concern is that a 4,000 square foot structure among 1,000 square foot residences would affect the <br />chazacter of the neighborhood. He stated he would not be in favor of approving the application as <br />designed and spoke in favor of the applicant cooperating with neighbors to reach a compromise on <br />design of the residence. Commissioner Sullivan continued by expressing his concern with issues <br />relating to the bam, electrical and fire wall installation, and an office being housed in the garage and <br />requested that staff follow up with code enforcement for those items. He expressed support with this <br />neighborhood being left intactas affordable housing. <br />Vice-Chairperson Roberts expressed her concurrence with her fellow Commissioners' statements and <br />stated that the chazacter of the neighborhood is small houses. She noted that Pleasanton has an ample <br />supply of 3,000 to 4,000 squaze foot homes and that a large home does not fit into this neighborhood. <br />She commented that, in her opinion, this project is a teaz down versus an addition due to the change in <br />chazacter of the residence. She stated that this size house could possibly be built on the property if <br />designed to reduce the massiveness of the residence facing onto Stanley Boulevazd. She expressed <br />concern with reducing affordable housing in the City of Pleasanton. She suggested that a site <br />development plan be submitted and spoke in favor of restoration of the barn. She stated this project <br />should be redesigned and that the Commission has made a point of ensuring that new development does <br />not affect existing neighbors. Further, she stated she would not be in support of approving the <br />application as designed; however, she would be in support of the secondary unit being approved. <br />PUBLIC HEARING WAS REOPENED <br />In response to an inquiry by Vice-Chairperson Roberts relating to the applicant's preference to either <br />redesign the project or appeal a denial of the application by the Commission, the applicant stated he <br />would prefer denial by the Commission. <br />Discussion ensued relating to approval of the secondary unit and issues relating to occupancy of <br />secondary unit. <br />PUBLIC HEARING WAS CLOSED <br />A motion was made by Commissioner Sullivan, seconded by Commissioner Kameny, that the <br />Commissioner deny Cases UP-98-76, Z-98-311 and Z-98-310. <br />ROLL CALL VOTE <br />AYES: Commissioners Cooper, Kameny, Mass, Sullivan and Vice-Chairperson Roberts <br />NOES: None <br />ABSENT: Chairperson Kumazan <br />- ABSTAIN: None <br />Planning Commission Minutes Page 7 December 9, 1998 <br />
