Vice-Chairperson Roberts suggested taking the agenda out of order and heazing Item No. 6D first to <br />accommodate the large number of individuals present who would like to address the Commission. <br />On Commission consensus, it is unanimously ordered that the agenda be taken out of order. <br />5. MATTERS CONTINUED FOR DECISION <br />There were none. <br />6. PUBLIC HEARINGS <br />d. Draft EIR Sconine Session for the Lester Proaerly <br />Public scoping session for the Draft Environmental Impact Report (EIR) for PUD-97-19, <br />the request by Shea Homes for PUD rezoning and development plan approval to allow the <br />construction of 74 single-family detached homes and public park uses on the approximately <br />121-acre Lester properly located at 11021 and 11033 Dublin Canyon Road. The purpose of <br />this public meeting is to gather public comment pertaining to the scope and content of the <br />EIR for this proposal. <br />Mr. Iserson referenced a staff report dated November 23, 1998, and highlighted key areas contained in <br />the report including background information; requirements for an Environmental Impact Report; project <br />description; environmental issues; and EIR alternatives. In conclusion, Mr. Iserson indicated that the <br />purpose of the hearing is to heaz comments, concerns, and potential environmental issues which may <br />result from the project so that they can be adequately addressed in the EIR. The Commission and public <br />is being asked to identify such issues. The Draft EIR will return to the Commission when it's complete. <br />Mr. Iserson stated that staffs recommendation is that the Planning Commission open the public scoping <br />session, heaz all public testimony, and provide comment and direction pertaining to the Draft <br />Environmental Impact Report for PUD-97-19 so that all environmental issues and impacts can be <br />addressed in the DEIR for the project. <br />Discussion ensued between Commissioners and staff relating to the urban growth boundary, conducting <br />an economic infrastructure analysis, the County developing property into 100-acre pazcels, and incorrect <br />information contained in the staff report relating to squaze footage of Plans 1, 2 and 3. <br />PUBLIC HEARING WAS OPENED <br />James Hull, 7560-D Canyon Meadow Circle, addressed the Commission and expressed his concern <br />relating to traffic congestion on Dublin Canyon Road when it is utilized to bypass Interstate 580, <br />ingress/egress safety at the project's entrance due to vehiculaz speed on Dublin Canyon Road, and the <br />proposed development's visibility to the adjacent Canyon Meadows condominium development. He <br />questioned why widening improvements to Dublin Canyon Road have been delayed. <br />Roger Rager, 8170 Canyon Creek Circle, addressed the Commission and expressed concern with traffic <br />congestion on Dublin Canyon Road, inadequate notification of the meeting to adjacent condominium <br />PLANNING COMMISSION MINUTES Page 2 November 23, 1998 <br />
