PUBLIC HEARING CLOSED <br />A motion was made by Commissioner Maas, seconded by Commissioner Sullivan, to approve Case <br />UP-98-30, subject to the conditions shown in Exhibit "B." <br />ROLL CALL VOTE: <br />AYES: Commissioners Kumazan, Maas, Roberts, and Sullivan, and Chair Cooper <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-98-53 was entered and adopted as motioned. <br />E SP-98-02, Citv of Pleasanton <br />Application to modify the text of the Pleasanton Downtown Specific Plan by deleting the <br />recommendation for the realignment of St. John Street and Ray Street. Zoning for the property <br />is C-C (Central Commercial) District, Core Area Overlay District, and Downtown Revitalization <br />District. <br />Mr. Iserson stated that the realignment of St. John Street and Ray Streets was approved by the City <br />Council in 1989 as part of the Downtown Specific Plan. The Specific Plan was a result of concerns <br />about volumes of cross-town traffic and was part of a lazger recommendation to approve cross-town <br />circulation in the downtown azea, and for other sections downtown as well. <br />Mr. Iserson continued by stating in 1993 the Downtown Task Force considered the realignment issue in <br />its Downtown evaluation plan. At that time there was considerable discussion and debate relating to the <br />realignment . Further, the recommendation to realign was kept in the Plan to be addressed in the future, <br />was given a fairly low priority, and was never funded by the City Council <br />Mr. Iserson stated that staff recently received a preliminary application to construct a 37-room hotel in <br />the St. Vincent de Paul Thrift Store location. Mr. Iserson noted staff has reviewed and concurs with the <br />preliminary plan. In addition, staff and the City feel the applicant should receive clazification as to <br />whether the realignment will eventually occur. <br />Mr. Iserson noted the advantages and disadvantages of the Ray Street realignment and provided an <br />overview of the current and projected traffic levels in that location. In addition, he provided the fiscal <br />impact of the realignment, noting that costs associated with the realignment aze not contained in the <br />City's Capital Improvement Plan. <br />Mr. Iserson noted that the intersection of Del Valle Parkway and Main Street; the intersection of Bernal <br />Avenue, First Street and Main Street; the intersection of Abbie Street and Old Bernal Avenue should be <br />removed from the Specific Plan and Revitalization Plan. Further, he stated that public comments have <br />been received from the Pleasanton Chamber of Commerce and Don Mendez, a business owner on Ray <br />Street. <br />Planning Commission Minutes Page 15 July 8, 1998 <br />
