Commissioner Kumazan asked Mr. Bland what his preference would be if he had to choose between <br />installing a deceleration lane as required by staff and having no entrance on Santa Rita Raad. Mr. Bland <br />replied that the facility is designed to have two sepazate entrances and that he could not envision the <br />project without the primary entrance at Santa Rita Road. <br />Commissioner Maas asked Mr. Bland if they had the ability to enforce the use of the service entrance on <br />Old Santa Rita Road by delivery trucks. Mr. Bland said yes; the facility would not have many <br />deliveries, and most of them would be from the Marriott distribution services. One of the Old Santa Rita <br />Road driveways is designed for truck access. <br />Commissioner Roberts inquired if it is possible to go to the front of the building from the Old Santa Rita <br />Road entrance. Mr. Bland said yes; there is a driveway from the Old Santa Rita Road entrance that leads <br />to the front of the facility. <br />Commissioner Dove asked Mr. Bland what the maximum rate would be if a resident needed additional <br />services. Mr. Bland replied that it would depend on the resident's requirements, based upon the number <br />of hours and level of assistance needed. In Pleasanton, the maximum rate before a resident would have <br />to move from assisted living to full-skilled nursing would be approximately $3,000. <br />Commissioner Roberts inquired how long it would take to fill up the facility or if it would be filled up <br />before the facility was built. Mr. Bland replied that it would take about 18 months to have a 93 percent <br />occupancy due to the fact that transition is always difficult for the resident and involves a lot of <br />emotional decision-making for the family. <br />Commissioner Kumazan stated that it is his understanding that one justification for having the <br />three-story building on Santa Rita Road and one-story building on Old Santa Rita Road was to mitigate <br />the noise in the courtyazd azea. He mentioned that the visibility of a large building would be less if the <br />one-story portion were facing Santa Rita Road and the three-story section faces Old Santa Rita Road. <br />He asked Mr. Bland what the reasons were for the specific siting the building. Mr. Bland replied that it <br />would be more appropriate to have the single-story nursing portion along Old Santa Rita Road because it <br />has an easier access to Valley Care Medical Center. He added that the three-story building is only 35 <br />feet tall and would not appeaz that massive from Santa Rita Road. <br />In connection for the building's FAR, Commissioner Kumazan asked Mr. Bland how they arrived at <br />having 142 rooms for the facility. Mr. Bland replied that the number is part of their standard operating <br />program and provides a good complement of each type of residents. With respect to FAR, he stated that <br />they are not proposing to maximize the use of the parcel. The project has many common azeas, and <br />taking squaze footage from the building would affect the aesthetics of the building as well as the way it <br />operates. In addition, the number of residents is relatively small for afive-acre site. <br />Commissioner Kumazan inquired if the applicant could consider increasing the number of affordable <br />units to a maximum of ten. He explained that the ongoing financial requirements would be met by the <br />subsidy paid by the applicant and the City and that the only difference would be a larger initial outlay. <br />Mr. Bland replied that they could always accommodate additional residents with the difference that if <br />the total initial outlay would be the same, there would be less money available to these residents on a <br />Planning Commission Minutes Page 11 June 24, 1998 <br />
