Thus, if the building were moved back, the parking in the rear <br />would either have to be eliminated or moved to the front of the site. <br />Commissioner Kumazan stated that the project is well-designed and aesthetically pleasing and would be <br />an attractive addition to the azea. It is appropriately sited, has sufficient front landscaping, and meets the <br />parking requirements. He commented that he would prefer aone-foot separation between the properties <br />rather than simply having a baze wall with azero-foot setback. He supported moving the building back <br />to improve visibility and encouraged a solution to the pazking problem through the Traffic Committee. <br />Commissioner Dove reiterated that he would like to add a condition ensuring that access to Diablo Auto <br />Body would remain open. <br />A motion was made by Commissioner Roberts, seconded by Commissioner Dove, to approve <br />Case Z-98-129, subject to the conditions in Exhibit "B" and adding a condition that the access <br />between the two properties remain open and unimpeded by permanent fencing, curb, or <br />landscaping on either side. <br />ROLL CALL VOTE: <br />AYES: Commissioner Dove, Kumazan, Maas, Roberts, and Sullivan <br />NOES: None <br />ABSENT: Commissioner Cooper <br />ABSTAIN: None <br />Resolution No. PC-98-42 was entered and adopted as motioned. <br />b. Vesting Tentative Tract Map 7030. Dong Yu Real Estate <br />Application to subdivide an approximately 7.7-acre site into six custom single-family residential <br />lots in the Equus Heights subdivision located at 4100 Foothill Road. Zoning for the property is <br />PUD (Planned Unit Development) - LDR (Low Density Residential) District. <br />Mr. Iserson presented the staff report and provided a background for the application. He stated that in <br />1989, the City Council approved a PUD fora 22-lot residential development on an approximately <br />50-acre property formerly owned by the Yee family. In 1990, a vesting tentative tract map was <br />approved for the 22 lots, and in 1991, a final map was recorded for asix-lot portion of the 22-lot PUD. <br />Mr. Iserson continued that eazlier this year, the applicants requested a PUD modification for the road and <br />lot configuration for the six lots, shifting the Equus Court access farther north on Foothill Road to <br />coordinate its location with the entrance to the proposed Memtt project across the street. Since the <br />original PUD was exempt from the requirements of the West Foothill Corridor Overlay District which <br />was established after the original PUD was approved, staff used this opportunity to redesign the project <br />to meet as many of the District policies and requirements as possible. In May of 1998, the Council <br />approved the PUD modification for the six lots, the subject of the tentative map application being <br />considered here. <br />Planning Commission Minutes Page 8 June 10, 1998 <br />
