He explained staff s reasons, as outlined in the staff report, for <br />supporting a narrower street. <br />Chair Cooper asked whether the Fire Inspector can do anything about the trailers and trash neaz the <br />Fairgrounds gate. Mr. Iserson stated that there needs to be a finding of a hazazd or a major nuisance <br />before anything can be done. However, he agreed to contact the Fire Department to find out when they <br />will inspect the property and whether any citations will be issued. <br />Ms. Seto reported that there is an on-going dispute between the City and the County Fairgrounds. She <br />stated that although the Fairgrounds is operated by the County and the Fair Boazd, the City Fire <br />Department responds to calls there. The ongoing problems relate to the City's ability to enforce City <br />codes for that County property. A brief discussion followed, and the Commission agreed they would <br />like to see the area cleaned up. <br />In response to questions by Commissioner Sullivan, Mr. Iserson stated that the street improvements in <br />front of Rose Avenue would be the responsibility of future developers for that property. Mr. Higdon <br />stated that the sewer and water extension lines will be adequately sized for future extension to Valley <br />Avenue. <br />Commissioner Roberts commented that there does not seem to be a plan for the whole area and asked <br />whether anything except MDR is planned for the azea. Mr. Iserson stated, at this time, nothing but MDR <br />is planned. He also stated that there is an informal direction for lower-end density in the area, and that <br />extension of Rose Avenue to Valley Avenue is shown on the General Plan. There is also a sewer Master <br />Plan to extend the infrastructure to Valley Avenue, and a conceptual circulation plan was previously <br />devised to show how the streets could be laid out as other properties in the area develop. The rest of the <br />planning will be up to future developers. Chair Cooper commented that the General Plan has already <br />determined what that land is suitable for and MDR was identified. <br />PUBLIC HEARING WAS OPENED <br />Ron Winter, 5506 Sunol Boulevazd, Suite 600, represented the applicant. He presented a colored <br />illustration of the development and described the approved PUD layout and the surrounding properties <br />as well as the landscaping plan and circulation element. He noted that he has attempted to have larger, <br />wider lots to fit in with the semi-rural nature and to set the tone for the area. <br />PUBLIC HEARING WAS CLOSED <br />Commissioner Sullivan stated that he was concerned that when Rose Avenue connected to Valley <br />Avenue it will become a heavily traveled cut-through route. He suggested narrowing Rose Avenue in <br />order to slow traffic and suggested that other calming devices be considered. He also expressed concern <br />with the extension of the new road by the Arroyo. <br />Commissioner Kumazan reviewed the staff report thoroughly and is concerned with narrowing the street <br />from 36 feet to 32 feet. He feels that this road will set a precedence for future road widths and, <br />therefore, feels it should be left at 36 feet.
