If you apply the criteria that <br />existed in the General Plan as developable area at the time the flat was approved for 22 units, it was 25% <br />slope, which makes the difference between 18 and 22 units, and not 16. He also stated that for the <br />difference of 18 and 22 units, the Spotornos are now being asked the pay for 40% of the extension of the <br />bypass road as it leaves the MDR and goes to the golf course. There is also a request to the Spotornos <br />for dedication of a conservation easement on the entire remainder of the property. He feels that these aze <br />major requests that are not fair to the Spotornos considering a density bonus of only four units. <br />Mr. MacDonald also stated that he wants to review the citations reviewed by Ms. Seto relating to the <br />open space easements and conversation easements. <br />Mr. Champion clarified that he met with the Golf Course Committee and tried to work with them about <br />having the golf course enter the Spotorno area. The Committee declined because it felt the area was too <br />small to accommodate two fairways. He wanted the record to reflect that the Spotornos did not reject it <br />and, in contrary, would have welcomed the opportunity. <br />Nick Chapman, 255 Happy Valley, was joined by other ranchers from the south Happy Valley Road <br />area. They introduced themselves are Tamaza Miranda, 933 Happy Valley Road; Wes Felton, 657 <br />Happy Valley Road; AI Schaffer, 777 Happy Valley Road; and Dennis Glafkides, 737 Happy Valley <br />Road. Mr. Chapman noted that another neighbor, Frank Garcia, was unable to stay for the remainder of <br />the meeting. <br />Mr. Chapman showed on a map where he and his fellow ranchers live. He stated that it is their desire to <br />preserve the agriculture in the Pleasanton Valley and to keep it a viable way of life for their families. <br />They request that the Commission consider their proposed modifications of the specific plan, which he <br />presented to the Commission in writing, as well as their previously presented comments. <br />Commissioners Barker, Dove, Kumaran, and Wright noted for the record that they visited the ostrich <br />farm and the Schaffer property. <br />Bill Howell, readdressed the Commission and stated that he understood the Golf Course Committee was <br />eager to develop into the Spotorno property, but the plan submitted by the Spotornos was not viable. He <br />also disagreed with Mr. Kyle's report of the extent of the damage to the Castlewood County Club golf <br />course. <br />Mr. Howell agreed with Mr. Smith's comments relating to the water and sewer lines. He also stated that <br />he feels the Spotornos should have to pay the entire cost of the bypass road because they would have to <br />build it whether the golf course was going in or not.
